NOTICE OF BOND RELEASE

In accordance with KRS 350.093, notice is hereby given that Alden Resources LLC, 332 West Cumberland Gap Parkway, Suite 100, Corbin, KY 40701, has filed for a Phase I Bond Release on Increment No. 3 of permit number 918-0447 which was last issued on December 18th 2017. The application covers an area of approximately 484.93 surface acres located 0.9 miles east from the Maple Creek Road (KY HWY 779) junction with Brown Creek Road and located 600 feet southeast of Phoebe Fork and located 0.5 miles north of Perkins in Whitley County Kentucky.
The bonds now in effect are as follows:
Increment four (3) is a Surety Bond in the amount of $191,900.00. Approximately 60% of the original bond amount of $191,900.00 is included in this application for release
Reclamation work performed includes: Backfilling, re-grading, topsoil replacement, and drainage control including soil preparation and initial seeding and mulching in accordance with the approved reclamation plan, completed in February 2017.
Written comments, objections, and requests for a public hearing of informal conference must be filed with the Director, Division of Field Services, 300 Sower Boulevard, 2nd Floor, Frankfort, KY 40601, by 8/03/2018.
A public hearing on the application has been scheduled for 08/06/2016 at 10:00 am the Department for Surface Mining Reclamation and Enforcement’s Middlesboro Regional Office, 1804 East Cumberland Avenue, Middlesboro, KY 40965-1229. The hearing will be cancelled if no request for a hearing or informal conference is received by 08/03/2018,

PUBLIC NOTICE
An ordinance amending the Whitley County Budget for Fiscal Year 2017- 2018, to include unanticipated receipts increasing/decreasing from various Funds in the amount of $255,324.00.00 and increasing/decreasing expenditures from the various Funds in the amount of $255,324.00 was passed on 06/19/18. A copy of the Ordinance with full text is available for public inspection at the Office of the County Judge Executive during normal business hours.

NOTICE OF BLASTING SCHEDULE
Kopper Glo Mining, LLC 1197 Rock Creek Ridge Road, Clairfield, TN 37715, Phone Number (423) 784-6445 gives notice that blasting operations will be conducted on its coal mine permit 918-0496, located at Hatfield Gap near Pearl, Kentucky. More specifically near Wheeler Creek and Tiny Branch Spur tributaries in Whitley County. Blasting will be done daily. No blasting will be conducted before sunrise or after sunset. At least 10 minutes before the blast, access to the area will be controlled by Company personnel. There will also be state and county roads that will have to be blocked just before, during, and shortly after blasting in some areas. The roads that are affected by this are Rt 1595 south of Wheeler Creek, RT 190 at Tracy Branch, Tiny Branch Spur road just below the end of public maintenance. At those times and locations Kopper Glo Mining, LLC or other designated officials will be in place to stop the flow of traffic. The permittee will also use audible signals to notify all persons residing or regularly working within one-half mile of the blasting site. The blasting schedule will be in effect from June 2018 to June 2019.
Before each blast is detonated the following types of audible warning will be given: The warning signal will consist of a series of three long sounds of a siren given five minutes prior to the blast signal. The blast signal will be given one minute prior to detonation, and consist of a series of three short sounds of a siren. The all-clear signal after blasting will be one prolonged blast of a siren following the inspection of the blast area. Blasting will not be conducted at times different from those given above except in emergency situations where rain, lightning, other atmospheric conditions, or operator or public safety requires unscheduled detonation. Prior to these detonations, the following audible warning will be given: five minutes prior to the blast signal a series of three long sounds of a siren; one minute prior to the blast a series of three short sounds of a siren. The all-clear signal after blasting will be one prolonged blast of a siren following the inspection of the blast area. Also prior to detonation in emergency situations the permittee, using audible signals will notify all persons residing or regularly working within one-half mile of the blasting site.
NOTICE OF BOND RELEASE
In accordance with KRS 350.093, notice is hereby given that Mountainside Coal Co., Inc., 7692 S. HWY 25W, Williamsburg, KY 40769 has applied for a Phases II Bond Release on Increments 1,2, 4 and 5 of Permit Number 861-0528. The application covers an area of Approximately 318 acres of surface area located approximately twelve (12) miles northeast of the city of Williamsburg, KY and 1 mile east of the confluence of Flat Creek and Meadow Creek in Whitley County. The permit area is approximately 1.16 miles southeast of the intersection of Hwy. 1418 (Flat Creek Road) and Hwy. 779. The latitude is 36° 48’ 52”N and the longitude is 84° 00’ 53”W.
The bonds now in effect are as follows: Increment 1 is a Letter of Credit in the amount of $80,600.00, Increment 2 is a Letter of Credit for $103,800.00, Increment 4 is a letter of Credit for $58,000.00, and Increment 5 is a Letter of Credit for $92,500.00.
Reclamation work performed includes: Backfilling, grading, fertilizing, seeding, mulching and tree planting. Reclamation was completed September 2016.
