Update: Gray man apprehended after escape attempt
A Gray man, who escaped and walked away from the Bluegrass Career and Development Center in Richmond on July 31, was apparently apprehended in Knox County Wednesday afternoon.
The initial investigation indicates that Billy R. Lowe, 43, walked away from the facility in Richmond. He was described as being a white male, 6’1″ tall, weighing 185 pounds, with brown hair and green eyes, a Kentucky State Police release stated.
Numerous media outlets are reporting that KSP has confirmed that Lowe was arrested Wednesday by KSP troopers from the Harlan Post. The coverage area for the post includes Knox County.
The Knox County Detention Center’s website indicates that a Billy Ray Lowe, 43, was booked into the facility at 4:17 p.m. Wednesday on a charge of second-degree escape. He was arrested by state police and is listed as a Madison County inmate.
Lowe was serving a sentence for first offense manufacturing of methamphetamine, according to the KSP release.
