Public inspection of the voting equipment to be utilized in the November 7th, 2023 General Election in Whitley County (including the absentee equipment) will be held on September 25th, 2023 at 9:00 a.m. in the Election department of the Whitley County Clerk’s office. (KRS 117.165)

PUBLIC NOTICE:
Pursuant to 405 KAR 8:010, Section 16(5), the following is a summary of permitting decisions made by the Department for Natural Resources, Division of Mine Permits with respect to applications to conduct surface coal mining and reclamation operations in Whitley County. ALDEN RESOURCES LLC, 9180469 MI, 4, 8/30/2023. MOUNTAINSIDE COAL CO INC, 8610543 MI, 3, 8/11/2023.

NOTICE OF BLASTING SCHEDULE
Application Number 918-0509
Mountainside Coal Co. Inc. 5540 KY 1809 Barbourville, KY 40906, (606) 595-3067, gives notice that blasting operations will be conducted on its coal mine permit of 38.0 acres with 34.7 acres of contour mining on Permit No. 918-0509.
The mining area is approximately 0.75 miles north of Faber, Kentucky from the intersection of KY 26 and Eaton Fork Road at latitude 36° 53’ 29” and longitude 84° 07’51”. Blasting is proposed to occur Monday through Sunday, sunrise to sunset. Blasting will not be conducted during burial services within the immediate area or during normal church services.
Entry to the blasting area will be regulated by signs or barriers. At least 10 minutes before the detonation, company personnel will control access to the area. Five (5) minutes before a detonation, the signal will be given which will consist of three (3) long blasts of a siren. One (1) minute prior to the detonation, the signal will be given which will consist of three (3) short blasts of a siren. The all-clear signal will be given after the detonation, which will consist of one (1) long blast of a siren following the inspection of the blasted area. Blasting will not be conducted at times different from those given above except in emergency situations where rain, lightning, other atmospheric conditions, or operator or public safety requires unscheduled detonation. Prior to these detonations, the following audible warning will be given: A one (1) minute series of long blasts of a siren five (5) minutes prior to detonation. Also prior to detonations in emergency situations the permittee, using audible signals, shall notify all persons within one half (1/2) mile of the blasting site.
Any major alteration of this blasting schedule will be published. This notice is published pursuant to KAR 405 and the regulations relating thereto.
NOTICE OF BOND RELEASE

In accordance with KRS 350.093, notice is hereby given that Alden Resources LLC, 332 West Cumberland Gap Parkway, Suite 100, Corbin, KY 40701, has filed for a Phase II & III Bond Release on Increment 2 of permit number 918-0497 which was last issued on 06/08/2021. The application covers an area of approximately 145.56 acres located approximately 0.11 miles southwest of KY 779 junction with KY 26 and located 0.15 miles southwest of the confluence of Browns Creek with Watts Creek and 01.5 miles east of Williamsburg in Whitley County Kentucky. The bond now in effect is:
Increment two (2) is a Surety Bond in the amount of $61,100.00. Approximately 100% of the original bond amount of $172,500.00 is included in this application for release.
Reclamation work performed includes: Backfilling, re-grading, topsoil replacement, and drainage control including soil preparation and initial seeding and mulching in accordance with the approved reclamation plan, completed April 2021.
Written comments, objections, and requests for a public hearing of informal conference must be filed with the Director, Division of Field Services, 300 Sower Boulevard, Frankfort, KY 40601, by 11/10/2023.
A public hearing on the application has been scheduled for 11/13/2023 the Department for Surface Mining Reclamation and Enforcement’s Middlesboro Regional Office, 1804 East Cumberland Avenue, Middlesboro, KY 40965-1229. The hearing will be cancelled if no request for a hearing or informal conference is received by 11/10/2023.
NOTICE OF INTENTION TO MINE
Pursuant to Application Number 918‐0511, NW_1
In accordance with KRS 350.055 notice is hereby given that Alden Resources LLC, 332 West Cumberland Gap Parkway, Suite 100, Corbin, Kentucky 40701 has applied for a new permit (NW) for a surface contour, auger/highwall coal mining and reclamation operation. The new permit encompasses 89.58 acres of surface disturbance and 198.18 acres of Auger/HWM (shadow area). The permit is located approximately 2.0 miles east of Williamsburg in Whitley County.
The proposed operation is approximately 3.75 East of KY Hwy 25 junction with KY 92 and located 0.16 miles North of the confluence of Bradford Branch with the Cumberland River.
The proposed operation is located on the Williamsburg, Saxton and Rockholds, KY 7½ minute quadrangle maps. The operation will use a combination of contour, and auger/highwall miner methods of surface mining. The surface and auger/highwall mining area is owned by J. Andrew Croley and, his wife, Tracy Croley.
The application has been filed for public inspection at the Department for Surface Mining and Reclamation and Enforcement’s, Middlesboro Regional Office, 1804 East Cumberland Avenue, Middlesboro, Kentucky 40965‐1229.
