The public is invited to comment on such issues as economic and environmental impacts, project purpose, alternatives to the project, or any other pertinent issues.
NOTICE:
The Whitley County Board of Education is now accepting sealed bids on four portable storage units. These units may be viewed at Pleasant View Elementary and will be sold as is. Successful bidder must remove unit within ten days after bid opening.
Bids will be opened on Wednesday, September 30, 2015 at 2:00 P/M. When submitting bid, please indicate storage unit number you are bidding on. You may contact Mr. Willie Powell for information at (606) 215-1429.

INVITATION TO BID
Goldbug Volunteer Fire Department has recently been awarded a grant from the US Department of Homeland Security, FEMA Division, Assistance to Firefighter’s Grant, for the purpose of purchasing complete sets of Personal Protective Equipment, aka turnout gear, for the members of the Fire Department.
Spec Sheets and any additional information can be obtained by calling 606.304.4095 or emailing grants@goldbugvfd.com. The spec sheet will also be posted on the Goldbug Vol. Fire Department website: www.goldbugvfd.com. Please mail SEALED proposals to the address: PO Box 605, Williamsburg, Kentucky 40769. Print (PPE Proposal) on the front of the envelope.
Sealed proposals will be accepted until 6:00pm Wednesday, September 30, 2015, at which time the bids will be opened and read aloud. The contract will then be awarded during the Goldbug Vol. Fire Department Special Board meeting at 7:00pm, on September 30, 2015.
Conflicts of interest, gratuities and kickbacks are defined in the KRS 45A.445 and as provided for in the KRS 45A.445 are absolutely prohibited.
No bidder may withdraw his/her bid for 90 days after the date the bids are opended. Any bid received after the time specified shall not be considered and will be returned unopened to the bidder.

NOTICE OF BOND RELEASE
In accordance with the provisions of KRS 350.093, notice is hereby given that G & S Coal, Inc., 11016 Highway 92 East, Williamsburg, KY 40769, has applied for a Phase II and III bond release of Permit No. 918-0380, Increment #11, which was last issued on 1-30-2008. This application covers an area of 39.08 acres of surface area and located 2.8 miles southeast of Nevisdale in Whitley County.
The permit area is located in at the head of Rose Creek approximately 2.1 mile north-northeast of Patterson Creek Road’s junction Rose Creek Road. The latitude is 36° 39’ 22”. The longitude is 84° 02’ 28”.
The KY Bonding Pool now in effect is $45,600.00, of which 100 percent is requested to be included in this phase of bond release.
Reclamation work performed includes: As of November 1, 2010, the mine site has been backfilled and graded, and seeded and mulched according to the revegetation plan. The mine site is revegetated.
Written comments, objections, and requests for a public hearing must be submitted to the Cabinet at: Director, Division of Mine Reclamation and Enforcement, #2 Hudson Hollow, Frankfort, KY 40601, by November 6, 2015.
A public hearing has been scheduled for 9:00 a.m. on November 9, 2015, at the Middlesboro Regional Office, 1804 E. Cumberland Ave., Middlesboro, KY 40965. This hearing will be canceled if the Cabinet does not receive a request in writing for the public hearing by November 6, 2015.
Public Notice of Blasting Schedule
Alden Resources, LLC, 322 W. Cumberland Gap Parkway, Suite 100, Corbin, Kentucky 40701, and Telephone Number: (606) 523-9760, shall conduct blasting operations on its 109.8 acre surface mine permit, located 1.5 miles north of the community of Rockholds, Kentucky, in Whitley County, Kentucky. The proposed operation is further located approximately seven-tenths (0.7) mile south of Johnny Hollow Road’s intersection with KY Hwy 26. The latitude is 36-50-56N; the longitude is: 84-07-14W. The surface area on which blasting operations will be conducted is owned by Gatliff Coal Company and Gerald & Belva Goins.
Blasting Operations will begin September 2015. Blasting will be conducted each day Monday through Saturday during daylight hours. No blasting will be conducted after official sunset. This schedule shall be in effect from September 2015, until September 2016.
Unscheduled blasting may occur, if at the discretion of the Mine Foreman or Certified Blaster, an emergency situation arises from rain, lightening, or other atmospheric condition. Unscheduled blasting may occur if other conditions arise that endanger employee and/or public health and safety. Any major changes in the blasting schedule will be published.
A pre-detonation warning will consist of a (1) one minute series of long siren blasts sounded (5) five minutes prior to the blast signal. Blast Signal: A series of short siren blasts (1) minute prior to the detonation. An “All Clear Signal” will consist of a prolonged siren blast following the inspection of the blast area. These signals (siren blasts) will be audible up to ½ mile from the blast site and will be distinctive from horns common to heavy equipment. Blast signals will be done by utilizing a siren. Access to the blasting area will be controlled by blocking all access roads at least 10 minutes before the detonation and afterwards until the foreman or certified blaster declares that safe conditions prevail. Lick Fork Road will also be closed in accordance with these measures.
This notice is published pursuant to CFR 715.19 Surface Mining and Reclamation and Enforcement Provisions and KRS 350.220 and the regulations relating thereto. The MSHA ID Number is 15-19508. The Kentucky DNR Permit Number is 918-0470.
Notice of Blasting Schedule
Alden Resources, LLC, 332 W. Cumberland Parkway, Corbin, KY 40701, phone number (606)523-9760, gives notice that blasting operations will be conducted on its coal mine permit number 918-0447, covering 632.87 acres. Latitude: 36° 47’ 01.68”, Longitude: 84° 03’ 37.63”
The proposed operation is located approximately 0.5 miles north of Perkins, Kentucky, and is approximately 0.80 miles east of the Maple Creek Road junction with Brown Creek Road and located 3.9 miles north of the mouth of Maple Creek.
Blasting Operations will begin October 2015. Blasting will be conducted each day Monday through Saturday during daylight hours. No blasting will be conducted after official sunset. This schedule shall be in effect from October 2015, until October 2016.
Blasting will be conducted between sunrise and sunset except in emergency situations. Emergency situations include, but are not limited to, lightning, the imminent threat of lightning, or other circumstances that require unscheduled detonation for the safety of the public or miners.
Signs or barriers identify entry points to the blast area. A representative or representatives of the permittee will monitor the access point(s) and prevent entry of unauthorized persons during the blast.
The pre-blast warning signal will be a one (1) minute series of long blasts five (5) minutes prior to the blast signal. The final blast warning signal will be a series of short blasts one (1) minute prior to the detonation. The all clear signal will be a prolonged blast following the inspection of the blast area.
This notice is published pursuant to CFR 715.19 Surface Mining and Reclamation and Enforcement Provisions and KRS 350.220 and the regulations relating thereto. The MSHA ID Number is 15-19614. The Kentucky DNR Permit Number is 918-0447.

TERMS OF SALE
1. The above property is indivisible and shall be sold as a whole to produce the sum of money so ordered to be made.
