Pursuant to 405 KAR 8:010, Section 16(5), the following is a summary of permitting decisions made by the Department for Natural Resources, Division of Mine Permits with respect to applications to conduct surface coal mining and reclamation operations in Whitley County. MOUNTAINSIDE COAL CO INC, 9180509, SU 1 7/12/2022.
NOTICE OF INTENTION TO MINE
Pursuant to Application Number 918-0504 AM-1
In accordance with KRS 350.055 notice is hereby given that Alden Resources LLC 332 West Cumberland Gap Parkway, Suite 100, Corbin, Kentucky 40701 has applied for a permit for an amendment to an existing permit for a surface, auger/highwall coal mining and reclamation operation. The amendment will add 46.86 surface acres and 98.78 affecting 433.13 acres located 5.25 miles east of Rockholds in Whitley & Knox Counties.
The proposed amendment area is approximately 5.25 miles east of Rockholds in Whitley & Knox County Kentucky, and is approximately 0.64 miles east of KY 1064 junction with Terrell Hollow Road.
The proposed amendment is located on the Rockholds, KY 7½ minute quadrangle map. The amendment area will use a combination of contour, and auger/highwall miner methods of surface mining. The surface mining area to be disturbed by the amendment is owned by Vickie Sams, Michael Hill, Ronnie Patrick, Donnie Patrick, Donnie Bruce Patrick, Raymond Skeene, Sheila Grant, and Amie Rios. The operation will affect an area within 0 feet of public road, Eaton Fork Road, CR-1246.
The application has been filed for public inspection at the Department for Surface Mining and Reclamation and Enforcement’s, Middlesboro Regional Office, 1804 East Cumberland Avenue, Middlesboro, Kentucky 40965-1229. Written comments, objections or requests for a permit conference must be filed with the Director, Division of Mine Permits, 300 Sower Boulevard, 2nd Floor Frankfort, Kentucky 40601.
NOTICE OF BLASTING SCHEDULE
Mountainside Coal Co., Inc. 5540 KY 1809, Barbourville, KY 40906, (606) 521-6221, gives notice that blasting operations will be conducted on its coal mine permit of 38.0 acres with 34.7 acres of contour mining on Permit No. 918-0509.
The proposed mining area is approximately 0.75 miles north of Faber, Kentucky from the intersection of KY 26 and Eaton Fork Road at latitude 36° 53’ 29” and longitude 84° 07’51”. Blasting is proposed to occur Monday through Sunday, sunrise to sunset. Blasting will not be conducted during burial services within the immediate area or during normal church services.
Entry to blasting area will be regulated by signs or barriers. An authorized company representative will prohibit access to the blasting areas by unauthorized persons at least 5 minutes before each detonation. The warning signal will consist of a 1 minute series of long siren blasts 5 minutes prior to the blast signal. The blast signal will be a series of short siren blasts 1 minute prior to the shot. The all clear signal will be a prolonged siren blast following the inspection of the blast area. These signals will be audible within 1/2 mile of the point of blast.
Events which could necessitate blasting at unscheduled times include, but are not limited to rain, lighting, other atmospheric conditions, or deteriorated explosives which involved personnel, operational or public safety. Any major alteration of this blasting schedule will be published. Residents or anyone working within the ½ mile of the blasting area will be personally notified by word of mouth. This notice is published pursuant to KAR 405 and the regulations relating thereto.
