Pursuant to 405 KAR 8:010, Section 16(5), the following is a summary of permitting decisions made by the Department for Natural Resources, Division of Mine Permits with respect to applications to conduct surface coal mining and reclamation operations in Whitley County. MOUNTAINSIDE COAL CO INC, 9180465 RN 2, 6/17/2022.
NOTICE OF INTENTION TO MINE
Pursuant to Application Number 918-0492, Operator Revision
In accordance with 405 KAR 8:010, notice is hereby given that KLA Mining, Inc., 121 Vermillion Avenue, Whitesburg, KY 41858 intends to revise permit number 918-0492 to add an operator. The operator presently approved is the permittee. The operator being added is H,L & S, Inc. 300 W 5th St. London, KY 40741.
The operation is located 1 mile south of Duckrun in Whitley County. The operation is approximately 0.5 miles east from KY 1673’s intersection with Kidd Road and located 0.5 miles west of Jacks Creek. The operation is on the Holly Hill USGS 7½ minute quadrangle map.
The application has been filed for public inspection at the Department of Natural Resources Middlesboro Regional Office, 1804 East Cumberland Avenue, Middleboro, KY, 40965-1229. Written comments or objections must be filed with the Director, Division of Permits, 300 Sower Boulevard, Frankfort, KY, 40601. All comments or objections must be received within 15 days of today’s date.
NOTICE OF BLASTING SCHEDULE
Mountainside Coal Co., Inc. 5540 KY 1809, Barbourville, KY 40906, (606) 521-6221, gives notice that blasting operations will be conducted on its coal mine permit of 38.0 acres with 34.7 acres of contour mining on Permit No. 918-0509.
The proposed mining area is approximately 0.75 miles north of Faber, Kentucky from the intersection of KY 26 and Eaton Fork Road at latitude 36° 53’ 29” and longitude 84° 07’51”. Blasting is proposed to occur Monday through Sunday, sunrise to sunset. Blasting will not be conducted during burial services within the immediate area or during normal church services.
Entry to blasting area will be regulated by signs or barriers. An authorized company representative will prohibit access to the blasting areas by unauthorized persons at least 5 minutes before each detonation. The warning signal will consist of a 1 minute series of long siren blasts 5 minutes prior to the blast signal. The blast signal will be a series of short siren blasts 1 minute prior to the shot. The all clear signal will be a prolonged siren blast following the inspection of the blast area. These signals will be audible within 1/2 mile of the point of blast.
Events which could necessitate blasting at unscheduled times include, but are not limited to rain, lightning, other atmospheric conditions, or deteriorated explosives which involved personnel, operational or public safety. Any major alteration of this blasting schedule will be published. Residents or anyone working within the ½ mile of the blasting area will be personally notified by word of mouth. This notice is published pursuant to KAR 405 and the regulations relating thereto.
SCHOOL SURPLUS SALE
Williamsburg City School will be selling school furniture. Items such as office chairs, storage and filing cabinets, student desks, teacher desks, bookshelves, and a variety of tables. These will be sealed bids. Biding and viewing will start August 1st and run through August 10th at 4:00pm. Items sold individually or in lots.
The sealed bids will be turned into Shawna in the superintendent’s office. Payment will be in the form of cash or check. Williamsburg City School has the right to accept or reject all bids.
NOTICE OF PUBLIC HEARING
The Public Service Commission of Kentucky issued an order on July 13, 2022, scheduling a hearing to be held on August 4, 2022, at 9:00 a.m., Eastern Daylight Time, in the Richard Raff Hearing Room of the Commission’s offices located at 211 Sower Boulevard in Frankfort, Kentucky, for the purpose of cross-examination of witnesses in Case No. 2022-00038. This is an Electronic Examination of the Application of the Fuel Adjustment Clause of Kentucky Utilities Company from May 1, 2021 through October 31, 2021.
This hearing will be streamed live and may be viewed on the PSC website, psc.ky.gov. Public comments may be made at the beginning of the hearing. Those wishing to make oral public comments may do so by following the instructions listed on the PSC website, psc.ky.gov.
