NOTICE OF BOND RELEASE
In accordance with KRS 350.093, notice is hereby given that Mountainside Coal Co., Inc., 7692 S. HWY 25W, Williamsburg, KY 40769 has applied for a Phases II Bond Release on Increments 1,2, 4 and 5 of Permit Number 861-0528. The application covers an area of Approximately 318 acres of surface area located approximately twelve (12) miles northeast of the city of Williamsburg, KY and 1 mile east of the confluence of Flat Creek and Meadow Creek in Whitley County. The permit area is approximately 1.16 miles southeast of the intersection of Hwy. 1418 (Flat Creek Road) and Hwy. 779. The latitude is 36° 48’ 52”N and the longitude is 84° 00’ 53”W.
The bonds now in effect are as follows: Increment 1 is a Letter of Credit in the amount of $80,600.00, Increment 2 is a Letter of Credit for $103,800.00, Increment 4 is a letter of Credit for $58,000.00, and Increment 5 is a Letter of Credit for $92,500.00.
Reclamation work performed includes: Backfilling, grading, fertilizing, seeding, mulching and tree planting. Reclamation was completed September 2016.

In accordance with KRS 350.093, notice is hereby given that Clear Energy Corporation, P.O. Box 1385 LaFollette, TN 37766 has applied for a Phase III Bond Release on increments No’s 1 and 2 of Permit 918-0446 which was last issued on April 06, 2015. The application covers an area of approximately 80.8 acres located 1.2 miles Northeast of the community of Rockholds in Whitley County, Kentucky.
The permit area is approximately 1.1 miles Northeast of Watts Creek and 1.0 miles Northeast of Colonel Hollow Road’s intersection with Highway 26. The latitude is 36 degrees, 50 minutes and 34 seconds. The longitude is 84 degrees, 06 minutes and 17 seconds.
The bonds now in effect are as follows:
Increment one (1) is a Surety Bond in the amount of $75,000.00. Increment two (2) is a Surety Bond in the amount of $67,100.00.
Reclamation work performed includes: Backfilling, grading and regrading, drainage control including initial seeding and mulching, and tree planting of disturbed and graded areas in accordance with the approved reclamation plan that was completed on 1/15/2016.

In accordance with KRS 350.093, notice is hereby given that Alden Resources LLC, 332 West Cumberland Gap Parkway, Suite 100, Corbin, KY 40701, has filed for a Phase I Bond Release on Increments 1, 2 and 3 of permit number 918-0746 which was last issued on February 23rd 2018. The application covers an area of approximately 228.70 acres located approximately 0.8 miles northwest of KY 779 junction with KY 3423 and located 2.2 miles northwest of the confluence of an un-named tributary of Meadow Creek in Whitley County, Kentucky. The operation is further located 3.9 miles southeast of Rockholds, Kentucky.
The bonds now in effect are as follows:
Increment one (1) is a Surety Bond in the amount of $152,100.00. Approximately 60% of the original bond amount of $152,100.00 is included in this application for release.
Increment two (2) is a Surety Bond in the amount of $189,500.00. Approximately 60% of the original bond amount of $189,500.00 is included in this application for release.
Increment three (3) is a Surety Bond in the amount of $109,900.00. Approximately 60% of the original bond amount of $109,900.00 is included in this application for release.
Reclamation work performed includes: Backfilling, re-grading, topsoil replacement, and drainage control including soil preparation and initial seeding and mulching in accordance with the approved reclamation plan, completed March 2018.

NOTICE OF RENEWAL OF BLASTING SCHEDULE
Clay Laurel Mining, Inc., PO Box 25, Avawam, KY 41713, telephone number (606) 483-6884, gives notice that blasting operations will be conducted on its coal mine permit number 918-0498, covering 45.60 acres. Latitude: 36° 40’ 54”, Longitude: 83° 55’ 26”
The proposed operation is located approximately located 0.57 miles east from KY 92’s junction with Limestone Branch Road and located 2.0 miles southeast of Siler in Whitley County Kentucky.
Blasting operations are currently scheduled from August 2017 through August 2018. Blasting operations will continue August 2018 through August 2019. Blasting will be conducted between sunrise and sunset except in emergency situations. Emergency situations include, but are not limited to, lightning, the imminent threat of lightning, or other circumstances that require unscheduled detonation for the safety of the public or miners.
Any major alterations to the blasting schedule will be published. Unscheduled blasting may occur in emergency situations when rain, lightning or other atmospheric conditions or operator or public safety requires unscheduled detonation. The nearby residents will be notified of the unscheduled blast by using audible signals and the blast shall then proceed as a regular blast. Entry to the blasting area will be regulated by signs or barriers. An authorized company representative will prohibit access to the blasting area by unauthorized persons at least five (5) minutes before each detonation and until the all clear signal is sounded. Warning signals will be made by using a siren in the following manner:
The pre-blast warning signal will be a one (1) minute series of long blasts five (5) minutes prior to the blast signal. The blast signal will be a series of short blasts one (1) minute prior to the detonation. The all clear signal will be a prolonged blast following the inspection of the blast area.

PUBLIC NOTICE
East Kentucky Network, LLC dba Appalachian Wireless is proposing to construct a telecommunications tower located approx. 0.3 miles southeast of intersection of Maple Creek Rd. and Goodin Creek, in unincorporated Whitley County, KY, 40769, at Latitude N36° 45’ 18.1101”, Longitude W83° 58’ 02.7732”. The tower is proposed to be a self-support design and 310’ tall. East Kentucky Network seeks comments from all interested persons on the impact of the tower on any districts, sites, buildings, structures, or objects significant in American history, architecture, archaeology, engineering, or culture, that are listed or eligible for listing in the National Register of Historic Places. Specific information about the project, including the historic preservation reviews that East Kentucky Network is conducting pursuant to the rules of the Federal Communications Commission (47 C.F.R. Sections 1.1307(4)) and the Advisory Council on Historic Preservation (36 C.F.R. Part 800) will be made available to interested persons who request the information from the contact below.
