The Corbin Independent Board of Education will receive sealed bids for CHS Multi-Purpose Athletic Buildings, BG# 22-332. Bids will be received online in the Lynn Imaging Plan Room. Hand Delivered or mailed paper bids will no longer be accepted. Instructions to submit bids online will be provided via addenda to all registered plan holders. Bids must be received by 2:00 p.m. Eastern Time, July 21, 2022. Bidders will be provided with a link and login information to allow their office or representative to log in and join a teleconference where each bid will be read aloud in accordance with the open meeting bidding requirements.

Printed Plans and Specifications may be purchased from Lynn Imaging, 328 East Vine Street, Lexington, Kentucky, 40507, (800) 888-0693. The printing cost shall be paid to Lynn Imaging. If documents are to be shipped, a non-refundable shipping charge is required and is to be paid directly to Lynn Imaging.
The Form of Proposal must be requested and obtained from the Construction Manager, Hacker Brothers, Inc., 116 East 4th Street, London, Kentucky 40741, (606) 877-2029, fax (606) 877-2041. It shall be the responsibility of the bidder to determine which Bid Package or Packages the bidder desires to bid. Bidder shall notify C.M. of Package or Packages that he intends to bid.
All bids shall be submitted only on the Form of Proposal prepared by Hacker Brothers, Inc.

Each proposal over $ 25,000.00 shall be accompanied by bid security in the amount of five percent (5%) of each proposal submitted. Acceptable bid security shall be fully executed bid bond (AIA A310) or certified check made payable to the Corbin Independent Board of Education.
In the event the Bidder to whom contract is awarded fails to execute a Contract along with satisfactory Performance and Payment Bond he shall be eliminated and shall forfeit his bid security to the Owner as recompense for such failure.
Proposal Forms must be properly completed. Only one (1) copy of each Form of Proposal including all supplemental forms is required. No modification, qualification letters or statements will be considered. Such shall be cause for rejection of bid. No bid shall be modified, withdrawn, or cancelled by the Bidder for a period of sixty (60) days following the time and date designated for receipt of bids and bidder agrees in submitting his bid.
Hacker Brothers, Inc. is the Construction Manager for this Project, acting as agent for the Owner, and acting in the Owner’s behalf in soliciting proposals. The Owner reserves the right, when in their best interest, to accept and or reject any and all proposals and waive any informality in doing so. Each successful bidder will execute a contract directly with the Owner and not with the Construction Manager.
A Pre-Bid Conference will be held July 12, 2022, at 10:00 a.m. This meeting will be the at the existing concession / locker room building at the project site, 1901 Snyder Street, Corbin, KY 40701

INSPECTION PERIOD
FOR THE PROPERTY TAX ASSESSMENT ROLL
The Whitley County real property tax roll will be opened for inspection from June 18, 2022 through July 2, 2022 under the supervision of the property valuation administrator (PVA) or one of the deputies, any person may inspect the tax roll.
This is the January 1, 2022 assessment on which state, county, and school taxes for 2022 will be due about September 15, 2022.
The tax roll is in the office of the property valuation administrator in the county courthouse and may be inspected between the hours 8:00 AM and 4:00 PM.
Any taxpayer desiring to appeal an assessment on real property made by the PVA must first request a conference with the PVA or a designated deputy. The conference may be held prior to or during the inspection period. Due to the ongoing COVID-19 pandemic state of emergency and the continuing need to maintain social distancing, taxpayer conferences with the PVA may be held remotely. Conferences may be held via videoconference, where available, or by telephone; or you may exchange correspondence requesting a conference with the PVA via email or fax. Written documentation supporting your opinion of value will continue to be required. However, you will be instructed on the best method to submit your documentation after contacting our office regarding your request to have a conference. More specific instructions regarding how conferences will be held this year are available online at http://qpublic.net/ky/whitley/ and will be posted at the entrance to the PVA’s office, located at 200 Main St., 2nd Floor, Courthouse, Williamsburg, KY.
Any taxpayer still aggrieved by an assessment on real property, after the conference with the PVA or designated deputy, may appeal to the county board of assessment appeals.
The appeal must be filed with the county clerk’s office no later than one work day following the conclusion of the inspection period. Please contact the county clerk’s office to receive instructions on the method the office is using to accept appeals this year and to obtain a form that can be used to file your appeal.
Any taxpayer failing to appeal to the county board of assessment appeals, or failing to appear before the board, either in person or by designated representative, will not be eligible to appeal directly to the Kentucky Board of Tax Appeals.
Appeals of personal property assessments shall not be made to the county board of assessment appeals. Personal property taxpayers shall be served notice under the provisions of KRS 132.450(4) and shall have the protest and appeal rights granted under the provision of KRS 131.110.
The following steps should be taken when a taxpayer does not agree with the assessed value of personal property as determined by the property valuation administrator.
(1) He must list under protest (for certification) what he believes to be the fair cash value of his property.
(2) He must file a written protest directly with the Department of Revenue, Office of Property Valuation within 30 days from the date of the notice of assessment.
(3) This protest must be in accordance with KRS 131.110.
(4) The final decision of the Department of Revenue may be appealed to the Kentucky Board of Tax Appeals.

NOTICE TO
WHITLEY COUNTY TAXPAYERS
Carolyn Willis, Whitley County Clerk, pursuant to KRS 424.130, and the Whitley County Fiscal Court, announces that the 2021 Delinquent Real Property Tax Bills (Certificates of Delinquency) will be published in the News Journal Newspaper on July 6, 2022.
The list of Certificates of Delinquency is also available for public inspection during the hours of 7:30 am – 5:30 pm on Mondays and 7:30 am – 4:30 pm Tuesdays through Fridays, at the Whitley County Clerk’s office located at 200 Main St. {Courthouse} Room 2, Williamsburg, KY. This list may also be inspected on the Software Management, LLC website at: kydtax.smllc.us.
The tax sale will be held on August 10, 2022 beginning at 9:00 am. All interested participants must register with the Whitley County Clerk’s office by the close of business on August 1, 2022.
Please contact the Whitley County Clerk’s office if you need additional information about the tax sale registration process. Taxpayers can continue to pay their delinquent tax bills to the Whitley County Clerk’s office any time prior to the tax sale. Some delinquencies – although they have been advertised – will be excluded from the tax sale in accordance with the provisions of KRS 134.504(10)(b).
