An ordinance amending the Whitley County Budget for Fiscal Year 2012-2013, to include unanticipated receipts increasing/decreasing from the General, Jail and LGEA funds in the amount of $193,438.00 and increasing/decreasing expenditures from the General, Jail and LGEA funds in the amount of $193,438.00 was passed on 05/21/13. A copy of the Ordinance with full text is available for public inspection at the Office of the County Judge Executive during normal business hours.

Pursuant to 405 KAR 8:010, Section 16(5), the following is a summary of permitting decisions made by the Department for Natural Resources, Division of Mine Permits with respect to applications to conduct surface coal mining and reclamation operations in Whitley County. A public hearing will be held by the City of Williamsburg at City Hall on May 28, 2013 at 5:00 p.m. for the purpose of obtaining written or oral comments regarding the proposed use of Municipal Road Aid and Local Government Economic Assistance Program funds for the upcoming fiscal year.

Public Inspection: The city’s proposed budget and proposed uses of Municipal Road Aid and Local Government Economic Assistance program funds are available for public inspection at City Hall during normal business hours.
Interested persons and organizations in Williamsburg, Kentucky are invited to the public hearing to submit written or oral comments on the uses of the Municipal Road and Local Government Economic Assistance Funds.
Any person (especially senior citizens and handicapped persons) who cannot submit written comments or attend the public meeting, but wish to submit comments should call City Hall at (606) 549-6035 so that the city can make arrangements to secure their comments.

NOTICE TO THE PUBLIC OF FINDING OF NO SIGNIFICANT IMPACT
For Proposed Addition and Renovation of Existing Clinic
In accordance with the National Environmental Policy Act, the Council on Environmental Quality regulations for implementing NEPA (44 CFR Parts 1500 through 1508) and the HHS General Administration Manual Part 30 Environmental Protection (February 25, 2000), HRSA has determined that the proposed Grace Community Health Center addition and renovation will have no significant adverse impact on the quality of the human environment. As a result of this FONSI, an Environmental Impact Statement will not be prepared.
The Health Resources and Services Administration (HRSA) of the Department of Health and Human Services (HHS) provides discretionary grant and cooperative agreement awards to support health centers expand their capacity to provide primary and preventive health care services to medically underserved populations nationwide.
Grace Community Health Center has applied for HRSA grant funding. The applicant proposes to use grant funds to construct a new two-story 9,000 square foot addition and renovate its existing rural health clinic facility at 39 Cumberland Gap Plaza, Gray, Kentucky. The applicant has submitted an Environmental Assessment (EA) that documents impacts of the proposed action. This EA is incorporated by reference into this FONSI.
Additional project information is contained in the Environmental Assessment for this project, which is on file at the following address for public examination upon request between the hours of 9:00 a.m. and 5:00 p.m., Monday through Friday.

No further environmental review of this project is proposed prior to final approval from HRSA.
