NOTICE OF INTENTION TO MINE
Pursuant to Application Number 918-0433
(1) In accordance with KRS 350.055, notice is hereby given that Alden Resources LLC, 332 West Cumberland Gap Parkway, Suite 100, Corbin, Ky 40701 , has filed an application for a permit for a surface coal mining and reclamation operation affecting 98.15 acres located 0.5 miles north of Perkins in Whitley County, Kentucky.
(2) The proposed operation is approximately 0.8 miles east from Maple Creek Road’s junction with Brown Creek Road. The latitude is N 36°47’01.68”. The longitude is W 84°03’37.63”. The surface area is owned by David Boyd, Dee Woods Heirs, William and Edna Hill, Ray and Geneva Hill and Doris Ann Vanover.
(3) The proposed operation is located on the Rockholds U.S.G.S. 7 ½ minute quadrangle map. The operation will use the contour and auger methods of mining.
(4) The application has been filed for public inspection at the Department for Natural Resources, Middlesboro Regional Office, 1804 East Cumberland Avenue, Middlesboro, Kentucky 40965-1229. Written comments, objections or requests for a permit conference must be filed with the Director, Division of Mine Permits, #2 Hudson Hollow, U.S. 127 South, Frankfort, Kentucky 40601.
PUBLIC NOTICE OF BLASTING SCHEDULE
Monties Resources, LLC: 4184 S HWY 25W Williamsburg, KY 40769, Phone Number (606) 549-3777, Permit #918-0408 Amendment No. 1 will be conducting blasting at their Surface Mine Operation Located 0.1 mile south of Corn Creek in Whitley County. The mining operation is located approximately; 0.4 mile southwest of Corn Creek McNeil Hollow Road’s junction with State Route 1064 and located approximately 0.1 mile south of Corn Creek in Whitley County.
Latitude 36°52’39”, Longitude 84°05”04”.
The surface of the area on which blasting operations will be conducted is owned by Monties Resources, LLC. Blasting Operations will begin 5-16-2011. The blasting schedule will be in effect from 5-16-2011 through 5-16-2012. Blasting will be done daily Monday through Saturday between sunrise and sunset. No blasting will be conducted before sunrise or after Sunset. At least 10 minutes before the blast, Company personnel will control access to the blast area, all traffic will be stopped at a minimum of 1000 feet from the blast area on all; public roads, internal roads, and access roads that are within 1000 feet of the blast. Before each blast is detonated the following type(s) of audible warning will be given: WARNING SIGNAL – one-(1) minute series of long blasts of a siren, five (5) minutes prior to the blast signal. BLAST SIGNAL – A series of short blasts of a siren, one (1) minute prior to the shot. The all-clear signal(s) after blasting will be: A prolonged blast of a siren, following the inspection of the blast area.
Blasting will not be conducted at times different from those given above except in emergency situations where rain, lightning, other atmospheric conditions, or operator or public safety requires an unscheduled detonation. Prior to these detonations, the following audible warning will be given: three long blasts of an air horn. Also prior to detonations in emergency situations the permittee using audible signals shall notify all persons within one-half 1/2 mile of the blasting site.
The “Blasting Schedule” will be republished and redistributed at least every twelve (12) months. The “Blasting Schedule” shall be revised, republished, and redistributed at least ten (10) days, but not more than thirty (30) days prior to blasting whenever the area covered by the schedule changes, the actual time periods for blasting significantly differ from those identified in the prior announcement, or the permittee changes the types or patterns of warning or all-clear signals identified in the prior schedule.
Copies of the “Blasting Schedule” will be distributed to the Whitley County Judge Executive, Local Public Utilities, the Middlesboro, KY regional office of the Dept. of Natural Resources, and all residents and or businesses within one-half (1/2) mile of the blasting area at least ten (10) days, but not more than thirty (30) days, before beginning the blasting program.
PUBLIC NOTICE:
An ordinance amending the Whitley County Budget for Fiscal Year 2010-2011, to include unanticipated receipts increasing/decreasing from the General, Jail and Ambulance funds in the amount of $52,281.00 and increasing/decreasing expenditures from the General, Jail and Ambulance Funds in the amount of $52,281.00 was passed on 05/17/11. A copy of the Ordinance with full text is available for public inspection at the Office of the County Judge Executive during normal business hours.

PUBLIC NOTICE OF BLASTING SCHEDULE
Mountainside Coal Co., Inc., 2692 South Highway 25W, Williamsburg, KY 40969; Phone: (606) 786-3620, shall conduct blasting operations on its 97.8 acre surface mine permit located approximately 1.6 mile south of Wilton and located 0.5 mile southwest of Dowis Road’s junction with Rapier Hollow Road, in Knox County. The surface of the area on which blasting operations will be conducted is owned Donnie Patrick, Perry Rapier, Richard Rapier and Mike Rapier
Blasting Operations will begin June 27, 2009. Blasting will be conducted each day Monday through Saturday during daylight hours. No blasting will be conducted after official sunset. This schedule shall be in effect from May 11, 2011 to May 11, 2012.
Any major alterations to the blasting scheduled will be published. Unscheduled blasting may occur in emergency situations when rain, lightning or other atmospheric conditions or operator or public safety requires unscheduled detonation. The nearby residents will be notified of the unscheduled blast by the most appropriate means and the blast shall then proceed as a regular blast. Control of the blasting area will be maintained by blocking access roads to the area minutes prior to the blast. Postdetonation access to the blasting area will be allowed only after an inspection and determination that no hazard exists. A warning signal will be given, that consists of a one minute series of long blasts of a siren, sounded five (5) minutes prior to the blast signal. The blast signal will consist of a series of short siren blasts given one (1) minute prior to the detonation of the shot. A post-detonation all-clear signal, consisting of a prolonged siren signal, will follow the inspection of the blast site. These signals will be audible within one half mile of the blasting site and will be given with a siren. This notice is published pursuant to CFR 715.19 Surface Mining and Reclamation and Enforcement Provisions and KRS 350.220 and the regulations relating thereto. The Kentucky DNR Permit Number is 861-0501.

A Public hearing will be held by the City of Williamsburg at City Hall on May 23, 2011 at 5:00 p.m. for the purpose of obtaining written or oral comments regarding the proposed use of Municipal Road Aid and Local Government Economic Assistance Program funds for the upcoming fiscal year.
Anticipated receipts Municipal Road Aid Program, $93,000.00; Local Government Economic Assistance, $35,000.00
Public Inspection: The city’s proposed budget and proposed uses of Municipal Road Aid and Local Government Economic Assistance program funds are available for public inspection at City Hall during normal business hours.
