REQUEST FOR QUALIFICATIONS
The City of Williamsburg, Kentucky is accepting Statement of Qualifications for engineering planning, design, inspection and supervision services to be performed for water/wastewater related projects. Possible funding sources for projects include USDA RUS Rural Development (RD), Community Development Block Grant (CDBG), Community Project Funding Grants (CPF), State Revolving Funds (SRF), Cleaner Water Program Grants (CWP), other federal/state funding programs and the City of Williamsburg.
For consideration, statements must be received prior to 2:00 p.m. local time on Friday, May 19th, 2023. They should be sealed and labeled “City of Williamsburg – Water and Wastewater Improvements”. The City of Williamsburg reserves the right to reject any and all responses, to waive any technicalities, and to negotiate with the respondent who most nearly meets the project requirements.

Statements of Qualifications will be evaluated on the basis of written materials submitted only, therefore contact with any City of Williamsburg official is prohibited. Any contact with these individuals will be grounds for disqualification. After the close of evaluations, the City of Williamsburg will contact the highest ranking firm and enter negotiations. If the City of Williamsburg is unable to negotiate a satisfactory agreement, the second ranked firm will be contacted. Once a firm has been selected, all unsuccessful candidates will be promptly notified.
The City of Williamsburg will adhere to the provisions of the Title VI of the Civil Rights Act of 1964, Section 3, and Section 109 of the Housing and Community Development Act of 1974 in the implementation of this project.
No person shall be excluded from participation in, denied benefits of, or subjected to discrimination in the implementation of this program on the grounds of race, color, national origin, sex or age.
Attention is particularly called to the requirements as to conditions of employment to be observed under the contract, Section 3, Segregated facilities, Section 109, Title VI of the Civil Rights Act of 1964, E.O. 11246, the Anti-Kickback Act, and Section 504/ADA requirements.

It appearing to the Court from the allegations of the Petition for Temporary Custody and Motion for Summons by Publication and the Affidavit of Diligent Search that the whereabouts of the Respondent, Scott Herrmann, is unknown and cannot be ascertained by diligent search, therefore, the ordinary process of law cannot be served upon Scott Herrmann. It is therefore, ORDERED that said Respondent be served by publication of the following Notice for four (4) consecutive weeks in the Corbin News Journal, a newspaper published in Whitley County, Kentucky.

Pursuant to T.C.A. § 37-1-125, § 21-1-203 and § 21-1-204, you are hereby summoned to appear on the 26th day of June 2023, at 9:00 a.m., and defend the above-entitled action in the Scott County Juvenile Court, at 575 Scott High Drive, Huntsville, Tennessee 37756, and answer the Petition filed by the State of Tennessee, Department of Children’s Services, and thereby serve your answer on the Petitioner. In case of your failure to do so, judgment will be rendered against you according to the demand of the Petition, which has been filed with the Clerk of the Scott County Juvenile Court located at the Scott County Courthouse, 575 Scott High Drive, Huntsville, Tennessee 37756.
