NOTICE OF ADOPTION PROCEEDINGS

TO THE DEFENDANT:  “JOHN DOE”, BIRTH FATHER

YOU ARE HEREBY GIVEN THE FOLLOWING NOTICE:

1.  That an adoption proceeding was filed in the Family Court of Spartanburg County on February 3, 2014, and in this Complaint you are alleged to be the father of a Caucasian, female child born in Richmond, Kentucky, on January 13, 2014.

2. That the Plaintiffs in the above captioned Notice are not named for the purpose of confidentiality; however, the Court knows the true identity of the Plaintiffs and in responding to this notice, you are required to use the caption and the number 2014-DR-23-304.

3. That if Notice to Contest, Intervene or otherwise Respond is filed by you with the Court within thirty (30) days of the receipt of this Notice of Adoption Proceedings, you will be given an opportunity to appear and be heard on the merits of the adoption.  To file notice to Contest, Intervene or otherwise Respond in this action, you must notify the above named Court at Spartanburg County Courthouse, Clerk of Court at 180 Magnolia Street, Spartanburg, South Carolina, 29306, in writing of your intention to Contest, Intervene or otherwise Respond.  The above named Court must be informed of your current address and any changes of your address during the adoption proceedings. 4. That your failure to respond within thirty (30) days of receipt of this Notice of Adoption Proceedings constitutes your consent to the adoption and forfeiture of all of your rights and obligations to the above identified child.  It is further alleged that your consent to this adoption is not required under S.C. Code Ann. Section 63-9-310 and that your parental rights should be terminated pursuant to S.C. Code Ann. Section 63-7-2570 (7).

NOTICE OF BOND RELEASE

In accordance with KRS 350.093, notice is hereby given that Mountainside Coal Co., Inc., 7692 S. HWY 25W, Williamsburg, KY 40769 has applied for a Phase 1 Bond Release of Increments 1, 2, 3 and 6 of Permit # 918-0467, which was last issued on March 17, 2014. The application covers an area of Approximately 330 acres located approximately 2.81 miles southwest of the community of Jellico Creek and 1.21 miles southwest of the confluence of Pleasant Run Creek and Jellico Creek in Whitley County. The permit area is approximately 0.68 miles east of the McCreary county line on KY 92. The latitude is 36° 41’ 10”. The Longitude is 84° 16’ 54”.

The bond now in effect on Increment 1 is a Letter of Credit for $7000.00, cash in the amount of $500.00 and the Kentucky Bond Pool, totaling $69,200. For Increment 2, the current bond is a Letter of Credit in the amount of $27,500 and the Kentucky Bond Pool, totaling $253,000. The bond now in effect on Increment 3 is cash totaling $15,000, A Letter of Credit in the amount of $32,500 the Kentucky Reclamation Guaranty Fund in the amount of $2,900 and the Kentucky Bond Pool, totaling $333,800. The bond now in effect for Increment 6 is a Letter of Credit in the amount of $20,500 and the Kentucky Bond Pool Totaling $181,500. Approximately 60% of the original bond amount ($944,400), is included in the application for release.

Reclamation work performed includes: backfilling, grading, fertilizing, seeding and mulching, completed in March of 2014. Written comments, objections or requests for a public or informal conference must be filed with the Director, Division of Field Services, #2 Hudson Hollow, Frankfort, KY 40601, by June 16, 2014. A public hearing on the application has been scheduled for June 19, 2014 at 9:00 a. m. at the Department for Surface Mining Reclamation and Enforcement’s Middlesboro Regional Office, 1804 East Cumberland Avenue, Middlesboro, KY 40965-1229. The hearing will be cancelled if no request for hearing or informal conference is received by June 16, 2014.

PUBLIC NOTICE:

Pursuant to 405 KAR 8:010, Section 16(5), the following is a summary of permitting decisions made by the Department for Natural Resources, Division of Mine Permits with respect to applications to conduct surface coal mining and reclamation operations in Whitley County. AIR QUALITY PERMIT NOTICE

Draft Title V Operating Permit V-13-047 General Shale Brick, Inc.?Plant I.D. 21-235-00022 – Agency Interest 4204

General Shale Brick, Inc. of P.O. Box 3547, Johnson City, TN 37602 has applied to the Kentucky Division for Air Quality for a renewal of their permit to operate a Brick Manufacturing facility at Highway 26 South, Corbin, KY 40702. The plant is classified as a Title V major source due to its emissions of hazardous air pollutants.

An electronic copy of the Division’s draft permit should shortly become available at http://air.ky.gov/Pages/ PublicNoticesandHearings.aspx. Official copies of the Division’s draft permit and relevant supporting information are available for inspection by the public during normal business hours at the following locations:

For a period of 30 days the Division will accept comments on the draft permit and afford the opportunity for a public hearing. The first day of the 30 day period is the day after the publication of this notice. Comments and/or public hearing requests should be sent to Mr. James Morse at the above Frankfort address or e-mail James.Morse@ky.gov. Any person who requests a public hearing must state the issues to be raised at the hearing. If the Division finds that a hearing will contribute to the decision-making process by clarifying significant issues affecting the draft permit, a hearing will be announced. All relevant comments will be considered in issuing the proposed permit. U.S. EPA has up to 45 days following issuance of the proposed permit to submit comments. The status regarding EPA’s 45-day review of this project and the deadline for submitting a citizen petition will be posted at the following website address http://www.epa.gov/region4/air/permits/ kentucky.htm shortly after the end of this 30-day comment period.
