PUBLIC HEARING for District Facility Plan: The Corbin Independent School District will hold a public meeting of the Local Planning Committee (LPC) to review the District Facility Plan for the purpose of updating district facility needs. The meeting is scheduled for April 27, 2022 at 6:00 pm at Corbin Middle School, 50 Ed McNeel Drive, Corbin, Kentucky. Interested parties are welcome to attend.
PUBLIC NOTICE
The Housing Authority of Williamsburg is developing documents related to the Annual Agency Plan process and Five-Year Capital Fund Program budgets for Fiscal Year beginning 10/1/2022 in compliance with current regulations. They are available for review at the Housing Authority office located at 600 Brush Arbor Road, Williamsburg, KY. Office hours are Monday – Thursday, 8:30AM and 5:30PM. A public hearing will be held 1:00 PM on June 23, 2022 at Williamsburg City Hall, 423 Main St., Williamsburg, KY.
CITY OF WILLIAMSBURG, KENTUCKY ORDINANCE NO. 22-001
AN ORDINANCE PURSUANT TO KRS 82.082 GRANTING FIRESTONE INDUSTRIAL PRODUCTS COMPANY, LLC, A WAGE ASSESSMENT REBATE AND SPECIFYING THE COMPANY’S PERFORMANCE OBLIGATIONS.
WHEREAS, Firestone Industrial Products Company, LLC (hereinafter referred to as “Firestone”), has expressed an interest in expanding its manufacturing operation within the boundaries of the City of Williamsburg, Kentucky (hereinafter referred to as “City”); and
WHEREAS, the City of Williamsburg, Kentucky, wishes to induce Firestone to finalize the expansion of its manufacturing operation within the City; and
WHEREAS, KRS 82.082 authorizes the City of Williamsburg, Kentucky, to exercise any power and perform any function within its boundaries that is in furtherance of a public purpose of the City and not in conflict with a constitutional provision or statute, which includes but is not limited to the important public purposes of economic development for and the health, safety, and welfare of the citizens of the City of Williamsburg, Kentucky;
NOW, THEREFORE, be it ORDAINED by the City Council of the City of Williamsburg, Kentucky, as follows:
Section 1. As consideration for and an inducement to the expansion of its manufacturing facility within the City of Williamsburg, Kentucky, the City Council of the City of Williamsburg, Kentucky, does hereby authorize and grant to Firestone, for its’ creation and continuous maintenance of at least two hundred and fifty (250) new full-time jobs within five (5) years within the City of Williamsburg, Kentucky, a wage assessment equivalent to 0.75% of the City of Williamsburg’s occupational license fee payable by the company’s new, permanent, full-time employees (excluding contract or temporary employees) as a result of this approved economic development project, which assessment shall be recovered by rebate from the City of Williamsburg, Kentucky, and shall exist for a period of five (5) years from the final activation of the project or until Firestone recovers a total wage assessment rebated from the City of Williamsburg, Kentucky, in an amount not to exceed $346,875.00, whichever comes first.
Section 2. By acceptance of this grant, Firestone agrees to the following provisions for its job creation performance:
- Nature of Performance: The grant of the wage assessment specified in section (1) of this Ordinance is based solely upon Firestone’s job creation performance; and Firestone shall receive the benefit of its granted wage assessment only to the extent the company performs by creating 250 new full-time jobs associated with this approved economic development project utilizing Firestone’s base jobs at 505 as of May 27, 2021;
- Performance Term: The term for Firestone’s performance under this Ordinance shall be for a period of five (5) years or until Firestone recovers a total wage assessment rebated from the City of Williamsburg, Kentucky, in an amount not to exceed $346,875.00, whichever comes first; recovery of this wage assessment rebate shall be on a quarterly basis with Firestone’s verification certificate to be filed with the City Clerk no later than fifteen (15) days after the end of a quarter with the City to remit the rebate with thirty (30) days of receipt of same from the Whitley County Occupational Tax collector; and the performance term shall commence and coincide with final activation of the company’s state incentive package granted by the Kentucky Economic Development Finance Authority (KEDFA);
- Employment Reduction during Performance Term: If for any reason Firestone’s fulltime employment associated with this approved economic development project is reduced during the performance term below that specified in subsection (a) of this section, Firestone shall receive the granted wage assessment rebate only for the number of new full-time jobs then employed;
- Performance Verification: Firestone shall verify job creation performance to be eligible for the granted wage assessment rebate; said verification shall be filed by Firestone with the City on a quarterly basis utilizing an Employment and Wage Verification Certificate available at the Williamsburg City Clerk’s Office.
Section 3. The grant provided herein is applicable only to Firestone and is not assignable or transferable to any other entity without approval of the City Council of the City of Williamsburg, Kentucky.
Section 4. If any section, sentence, clause, or portion of this Ordinance is for any reason declared illegal, unconstitutional, or otherwise invalid, such declaration shall not affect the remaining portions hereof; and, to the extent that any section, sentence, clause, or portion of this Ordinance is in conflict with any other previous ordinance of the City of Williamsburg, Kentucky, then the provisions of this Ordinance shall take precedence.
Section 5. This Ordinance shall be effective upon its final passage and publication.
