BLASTING SCHEDULE
This is notice that American Highwall Mining, LLC, P.O. Box 1539, Chilhowie, VA 24319, Permit #918-0461 will be blasting near Woodbine in Whitley County, Kentucky. The proposed operation is approximately 0.8 miles west from KY Hwy 26’s junction with KY Hwy 3041 and located 0.12 mile north of the community of Woodbine in Whitley County, Latitude 36° 55’ 05”, Longitude 84° 06’ 06”. Blasting will be done daily, starting March, 2022. Blasting will be done Monday through Saturday and sometimes on Sunday. No blasting will be conducted before sunrise or after sunset. At least 10 minutes before the detonation, company personnel will control access to the area. Five (5) minutes before a blast signal, a signal will be given which will consist of a one (1) minute series of long blasts of a siren. One (1) minute prior to the detonation, the signal will be given which will consist of a series of short blasts of a siren. The all-clear signal will be given after the detonation, which will consist of a prolonged blast of a siren following the inspection of the blasted area. Blasting will not be conducted at times different from those given above except in emergency situations where rain, lightning, other atmospheric conditions, or operator or public safety requires unscheduled detonation. Prior to these detonations, the same audible warnings as above will be given to notify all persons within one-half (1/2) mile of the blasting site.
NOTICE OF INTENTION TO MINE

In accordance with 405 KAR 8:010, notice is hereby given that Mountainside Coal Co., Inc. 5540 Kentucky 1809, Barbourville, Kentucky 40906, intends to revise permit number 861-0543 to change the operator. The operator presently approved in the permit is Mountainside Coal Co., Inc. The new operator will be Alden Resources LLC 332 West Cumberland Gap Parkway, Suite 100, Corbin, Kentucky 40701.
The operation is located approximately 2.15 miles northeast of Permon in Knox and Whitley Counties, and is approximately 1.2 miles north of the intersection of Hwy 779 and Hwy 1418 and located approximately 0.05 miles northeast of Flat Creek and Cotton Creek intersection. The operation is located on the Barbourville and Rockholds U.S.G.S. 7 ½ minute quadrangle maps.
This is the final advertisement of the application. All comments, objections or requests for a permit conference must be received within fifteen (15) days of today’s date. The application has been filed for public inspection at the Department for Mining Reclamation and Enforcement’s Middlesboro Regional Office, 1804 East Cumberland Avenue, Middlesboro, Kentucky 40965-1229. Written comments, objections or requests for a permit conference must be filed with the Director, Division of Mine Permits, 300 Sower Boulevard, 2nd Floor, Frankfort, Kentucky 40601.
NOTICE OF BLASTING SCHEDULE
Alden Resources, LLC, 332 W. Cumberland Parkway, Corbin, KY 40701, phone number (606)523-9760, gives notice that blasting operations will be conducted on its coal mine permit number 918-0504, covering 386.27 acres. Latitude: 36° 49’ 41”, Longitude: 84° 02’ 24”
The proposed operation is located approximately 5.25 miles east of Rockholds in Whitley & Knox County Kentucky, and is approximately 0.64 miles east of KY 1064 junction with Terrell Hollow Road.
Blasting operations are projected to continue March 2022 through March 2023. Blasting will be conducted between sunrise and sunset except in emergency situations. Emergency situations include, but are not limited to, lightning, the imminent threat of lightning, or other circumstances that require unscheduled detonation for the safety of the public or miners.
Any major alterations to the blasting schedule will be published. Unscheduled blasting may occur in emergency situations when rain, lightning or other atmospheric conditions or operator or public safety requires unscheduled detonation. The nearby residents will be notified of the unscheduled blast by using audible signals and the blast shall then proceed as a regular blast. Entry to the blasting area will be regulated by signs or barriers. An authorized company representative will prohibit access to the blasting area by unauthorized persons at least five (5) minutes before each detonation and until the all clear signal is sounded. Warning signals will be made by using a siren in the following manner:
The pre-blast warning signal will be a one (1) minute series of long blasts five (5) minutes prior to the blast signal. The blast signal will be a series of short blasts one (1) minute prior to the detonation. The all clear signal will be a prolonged blast following the inspection of the blast area.
The operation will involve relocation and closure of the public roads Mosley Hollow Spur, CR-1601, and Eaton Fork Road, CR-1246 while mining and blasting operations are active.

TERMS AND CONDITIONS OF SALE:
No bid (except for bids made by the United States) shall be accepted by the IRS, unless the same is accompanied by a certified check or cashier’s check, in the minimum amount of $8,497.02, made payable to the United States District Court for the Eastern District of Kentucky. Before being permitted to bid at the sale, all bidders shall display to the IRS proof that they are able comply with this requirement. No bids will be received from any person who has not presented proof that, if he or she is the successful bidder, he or she can make the deposit required by the Order.
The successful bidder shall tender the balance of the purchase price, in certified funds payable to the United States District Court, at the office of the IRS on or before May 24, 2022.
In the event the successful bidder defaults on any of the terms contained in the Order, the deposit shall be forfeited and retained by the IRS as part of the proceeds of sale, and the real property shall again be offered for sale, without further permission of the Court, under the terms and conditions of the Order, or, in the alternative the real property shall be sold to the second highest bidder.
The United States may bid as a creditor against its judgments without tender of cash.
The sale of the real property shall be subject to confirmation by the Court. Upon confirmation of the sale and receipt of the entire purchase price, the Court shall issue and the IRS shall deliver to the purchaser, a deed conveying the real property to the purchaser. Upon confirmation of the sale, all interests in, liens against, or claims to, the real property that are or may be asserted by any of the parties to this action are discharged and extinguished.
