LAND AND WATER CONSERVATION FUND
2015 Grant Application Open Meeting
Under the Land and Water Conservation Fund Act of 1965 (Public Law 88-578), citizens are afforded the opportunity to express their views concerning the recreational needs of their community. To provide a forum for discussion, an open meeting is being held on Wednesday, March 25, 2015, at 10:00 a.m. in the Whitley County Fiscal Courtroom located in the Whitley County Courthouse, 200 Main Street, Williamsburg, KY 40769
The specific purpose of this meeting is to discuss recreational development along Croley Bend Road.
Anyone with a significant supporting or opposing view is invited to voice that opinion at this meeting or in writing to: Land and Water Conservation Fund Program; Governor’s Office, Department for Local Government, 1024 Capital Center Drive, Suite 340, Frankfort, Kentucky 40601 within two (2) weeks of the date of the meeting.
NOTICE OF PASSAGE OF RESOLUTION/MUNICIPAL ORDER
A RESOLUTION/MUNICIPAL ORDER OF THE CITY COUNCIL OF THE CITY OF WILLIAMSBURG, KENTUCKY, AUTHORIZING THE ISSUANCE OF ITS EDUCATIONAL FACILITIES REVENUE IMPROVEMENT BOND, SERIES 2015 (UNIVERSITY OF THE CUMBERLANDS, INC. PROJECT) IN THE AGGREGATE PRINCIPAL AMOUNT OF UP TO $10,000,000 (THE “BOND”), FOR THE PURPOSE OF FINANCING THE COSTS OF, AND REIMBURSING THE UNIVERSITY OF THE CUMBERLANDS, INC., A KENTUCKY NON-PROFIT CORPORATION QUALIFIED UNDER INTERNAL REVENUE CODE SECTION 501(c)(3) (THE “UNIVERSITY”), FOR COSTS ALREADY INCURRED IN CONNECTION WITH, THE ACQUISITION OF PARCELS OF REAL PROPERTY AND IMPROVEMENTS LOCATED WITHIN THE CITY OF WILLIAMSBURG, KENTUCKY TO BE USED FOR THE DEVELOPMENT OF ATHLETIC FIELDS, THE EXPANSION OF THE FOOTBALL FIELD, THE DEVELOPMENT OF A NEW BOULEVARD INTO THE CAMPUS OF THE UNIVERSITY, AND FOR OTHER EDUCATIONAL PURPOSES OF THE UNIVERSITY (THE “PROJECT”), AND TO ENABLE THE UNIVERSITY TO LOAN A PORTION OF THE PROCEEDS OF THE BOND TO CUMBERLANDS WELLNESS PROPERTIES, INC., A KENTUCKY NON-PROFIT CORPORATION QUALIFIED UNDER INTERNAL REVENUE CODE SECTION 501(c)(3) (“CWP”), TO PAY OR REIMBURSE CWP FOR A PORTION OF THE COST OF THE PROJECT; PROVIDING FOR A PLEDGE AND ASSIGNMENT OF REVENUES TO THE PAYMENT OF SAID BOND; AUTHORIZING THE EXECUTION AND DELIVERY OF A BOND PURCHASE AND LOAN AGREEMENT; DESIGNATING THE BOND TO BE “BANK QUALIFIED” UNDER SECTION 265 OF THE INTERNAL REVENUE CODE; AND TAKING OTHER RELATED ACTIONS.
Notice is hereby given that the above titled Resolution/Municipal Order was enacted at a meeting of the City Council of the City of Williamsburg, Kentucky (the “Issuer”), held at the City Hall, Main and Fifth Streets, Williamsburg, Kentucky 40769 on March 9, 2015. The maximum amount of the Bonds to be outstanding at any one time is $10,000,000. The University of the Cumberlands, Inc., a Kentucky non-profit corporation, is solely responsible to make loan payments sufficient in amount to retire the Bonds pursuant to the Bond Purchase and Loan Agreement and the Bonds are not a liability or general obligation of the Issuer. Time Warner Cable’s agreements with programmers and broadcasters to carry their services and stations routinely expire from time to time. We are usually able to obtain renewals or extensions of such agreements, but in order to comply with applicable regulations, we must inform you when an agreement is about to expire. The following agreements are due to expire soon, and we may be required to cease carriage of one or more of these services or stations in the near future: Youtoo, Outdoor Channel (SD & HD), RFD, WPSD D2 Antenna TV.
In addition, from time to time we make certain changes in the services that we offer in order to better serve our customers. The following changes are planned:
WGN America may be repositioned from Starter TV to Standard TV on or around March 31, 2015.
On or after April 1st, iN DEMAND Pay-Per-View channel 707 (in Beaver Dam and Madisonville) and channel 807 (in all remaining areas) will no longer be available.
HBO will offer a free preview April 10-13, 2015. It is available to all digital subscribers and may contain PG, PG-13, TV-14, TV-MA and R rated programs. To find out how to block this preview and for more parental control information, visit twc.com or call 800-892-2253.
Time Warner Cable may cease carriage of TWC Movie Pass On Demand on or around April 30, 2015.

An ordinance amending the Whitley County Budget for Fiscal Year 2014- 2015, to include unanticipated receipts increasing/decreasing from the General, Road, Jail, Ambulance and Forest funds in the amount of $107,338.00 and increasing/decreasing expenditures from the General, Road, Jail, Ambulance and Forest funds in the amount of $107,338.00 was passed on 03/17/15. A copy of the Ordinance with full text is available for public inspection at the Office of the County Judge Executive during normal business hours.
