In accordance with KRS 350.055, notice is hereby given that Mountainside Coal Co., Inc.; 7692 South Hwy. 25W; Williamsburg, Kentucky 40769 has applied for a permit for a surface coal mining and reclamation operation. The proposed operation will disturb 412.9 surface acres and will underlie 201.1 acres, and the total area within the permit boundary will be 614.0 acres.
The proposed operation is located on the Harpes Creek Road, approximately 1.5 miles northeast of the Community of Siler in Knox and Whitley Counties, Kentucky. The Latitude is 36o41’51”N. The Longitude is 83o55’53”W.
The proposed operation is located on the Frakes U.S.G.S. 7½ minute quadrangle map at approximately 1,600’ north from Harpes Creek. The operation will use the Contour and Auger methods of mining. The surface area is owned by Corrigan TLP LLC, TKY Acquisition, LLC, and Ed B. Jones. The operation will not affect an area within 100 feet of a public road. The operation will not involve relocation and/or closure of a public road.

(1) In accordance with the provisions of KRS 350.093, notice is hereby given that G & S Coal, Inc., 11016 Highway 92 East, Williamsburg, KY 40769, has applied for a Phase I bond release of Permit No. 918-0380, Increment #11, which was last issued on 1-30-2008. This application covers an area of 39.08 acres of surface area and located 2.8 miles southeast of Nevisdale in Whitley County.
(2) The permit area is located in at the head of Rose Creek approximately 2.1 mile north-northeast of Patterson Creek Road’s junction Rose Creek Road. The latitude is 36° 39’ 22”. The longitude is 84° 02’ 28”.
(3) The KY Bonding Pool and letter of credit bonds now in effect total $90,200.00, of which approximately 60 percent is requested to be included in this phase of bond release.
(4) Reclamation work performed includes: As of November 1, 2010, the mine site has been backfilled and graded, and seeded and mulched according to the revegetation plan.

(4) Reclamation work performed includes: As of October 15, 2010, the mine site has been backfilled and graded, and seeded and mulched according to the revegetation plan.

(3) The KY Bonding Pool and cash bonds now in effect total $18,200.00, of which approximately 60 percent is requested to be included in this phase of bond release.
(4) Reclamation work performed includes: As of April 15, 2010, the mine site has been seeded and mulched according to the Revegetation Plan.

In accordance with KRS 350.055, notice is hereby given that Alden Resources LLC, 332 West Cumberland Gap Parkway, Suite 100, Corbin, Kentucky 40701 has applied for renewal of a permit for a surface coal mining and reclamation operation affecting 390.85 acres located 3.2 miles southeast of Nevisdale in Whitley County.
The proposed operation is approximately 2.7 miles southeast from Keswick-Gatliff Road’s junction with KY 904 and located near the head of Cane Creek.
The proposed operation is located on the Frakes and Saxton, KY 7½ minute quadrangle maps. The operation will use the surface area and auger method of surface mining. The surface area to be disturbed is owned by Tommy Gambrel and Jack Stewart, Gibbs & St. Clair Heirs and Less Gibbs.

CUMBERLANDS WORKFORCE INVESTMENT BOARD
REQUEST FOR PROPOSALS
FUNDING: Workforce Investment Act (WIA) Title I – Youth
ACTION: The Cumberlands Workforce Investment Board (Cumberlands WIB) is soliciting proposals for youth workforce development services to be provided to Cumberlands Workforce Investment Area youth 16-21 years of age. The Cumberlands WIB will accept proposals that incorporate summer youth employment opportunities into a full menu of youth services and activities. Under WIA, summer youth opportunities cannot be offered as a stand-alone program but must be integrated into a comprehensive array of year-round youth activities. There will be two (2) proposals, one for in-school youth and one for out-of-school youth. Please specify if request is for an in-school, out-of-school or both. Approximate funding levels are in-school youth $682,500, out-of-school youth $481,000 to serve the thirteen (13) counties of the Cumberlands Workforce Investment Area.
DATES: The closing date for receipt of applications is April 1, 2011, by 4:00 CT. All applications received after this date will be considered as funding becomes available.
ACTIVITIES: 1) Tutoring, study skill training, and instruction leading to secondary school completion, including dropout prevention strategies; 2) Alternative secondary school offerings; 3) Summer employment opportunities directly linked to academic and occupational learning; 4) Paid and unpaid work experiences, including internships and job shadowing, as provided in 20 CFR Part 664.460 and 20 CFR Part 664.470. 5) Occupational skill training; 6) Leadership development opportunities, which may include such activities as positive social behavior and soft skills, decision making, team work, and other activities, as provided in 20 CFR 664.420 and 20 CFR Part 664.430. 7) Supportive services; 8) Adult mentoring for a duration of at least twelve (12) months, that may occur both during and after program participation; 9) Follow up services; 10) Comprehensive guidance and counseling, including drug and alcohol abuse counseling, as well as referrals to counseling, as appropriate to the needs of the individual youth. PUBLIC HEARING
Cumberland Valley District residents will have the opportunity to express their views regarding services for the elderly which are proposed for funding during 2012-2013. Participation is sought from the following elderly groups: minority, rural, low income and disabled. Caregivers of elderly and disabled individuals and grandparents raising grandchildren are encouraged to attend. The Area Plan for Services will be presented and reviewed on Thursday, February 3 at 12:00 at the Cumberland Valley ADD office at 342 Old Whitley Road in London.
