Corbin Farmers Market

Sealed proposals will be received no later than 12:00 PM local time (EST) on Friday, January 14, 2022, in the Corbin Tourism and Convention Commission office located at 220 Corbin Center Drive, Corbin, Kentucky 40702. Bids received after 12:00 PM will not be accepted. Bids will be opened the same day at 12:30 PM local time (EST) in the Corbin city council chambers located within City Hall in Corbin, Kentucky.
Said proposals will be for the construction of a new covered pavilion and bath house to serve the Corbin Farmers Market. The project includes a 90’-0” x 80’-0” pre-engineered steel structure housing vendors, washing stations, and public space with an approximately 12’-0” x 45’-8” CMU lean-to structure housing restrooms and storage areas. The site is located at 200 North Main Street, Corbin, Kentucky 40701.
Electronic copies of plans and specifications may be obtained from the Corbin Tourism and Convention Commission (contact Maggy Monhollen at maggy@corbinkytourism.com) or from Deco Architects (contact Ryun Warren at r.warren@decoarchitects.com). Physical copies will also be available at the Corbin Tourism and Convention Commission’s office or Deco Architects’ office, upon request, at the requesting party’s expense. The cost of both drawings and specifications will be the amount of $150.00. Any checks should be made payable to Deco Architects.
The Form of Proposal is a part of the front end specifications, which may be obtained from the Corbin Tourism and Convention Commission or Deco Architects. All bids shall be submitted only on the Form of Proposal and in a sealed envelope. The sealed envelope shall have the project name clearly marked, along with the respective bidder’s information.
Deco Architects is the Architect of Record for this project, acting as agent for the Owner and acting in the Owner’s behalf in soliciting your proposal. Successful Bidder will have a Contract directly with the Owner.
Each Proposal shall be accompanied by a certified check, cash, or bidders bond, executed by the Bidder and Surety Company, IN THE SUM OF NOT LESS THAN FIVE PERCENT (5%) OF THE AMOUNT OF THE BASE PROPOSAL. The bid security is required as a guarantee that if the Proposal is accepted, a Contract will be immediately entered into and the performance of it properly secured.
Proposal Forms must be properly filled out completely. No qualify letters or statements will be considered. No bidder may withdraw a bid submitted for a period of sixty (60) days after the date for the opening of the Bid.
In the event the Bidder to whom the Contract is awarded fails to execute a satisfactory Contract and 100% Performance and Payment Bond, they shall be eliminated and shall forfeit their certified check, cash, or their Bid Bond and shall be liable for the loss incurred by the Owner by such failure.
Any Bid which is not received in a timely manner on the proper form shall be returned unopened. The Owner reserves the right to reject a bid for any reason. Bid will be awarded based on “best value” rather than low-bid. An apparent low-bidder will be named during the bid opening.
A Pre-bid meeting will take place on Tuesday, January 4, 2022, at 1:00 PM local time (EST) in the Corbin Railroad Depot located at 101 North Depot Street, Corbin, KY 40701.

Agency must submit their SEALED bids to the Whitley County Judge/Executive at the Whitley County Courthouse, 200 Main Street, Williamsburg, Kentucky, bids may also be mailed to Whitley County Judge/Executive at P.O. Box 237, Williamsburg, KY 40769, on or before 10:00 a.m. local time on December 21, 2021, at which time bids will be opened and read aloud. Bids will then be presented to the Fiscal Court at 4:00 pm on December 21, 2021. Bid envelops shall be marked “GARBAGE HAULING AND DISPOSAL BID” on the front of the envelope or package. Bidder must submit bid in dollar per ton.
The prospective bidder should bid based on hauling household and bulk garbage from the Whitley County Sanitation Transfer Station to an approved landfill and shall bid dollar per ton. The prospective bidder will be responsible for providing trailers to load garbage in at the transfer station, and personnel to drive the truck and to haul the garbage from the site.

NOTICE OF INTENTION TO MINE

In accordance with the provisions of KRS 350.055, notice is hereby given that Mountainside Coal Co., Inc., 5540 KY 1809, Barbourville, KY 40906 has applied for a renewal of a permit for a surface and auger/highwall mining and reclamation operation affecting 339.89 surface acres and underlie an additional 201.1 aces, located approximately 1.5 miles northeast of the community of Siler in Whitley County.
The operation is approximately 2.4 miles northeast of the community of Siler and 1.8 miles north of the confluence of Harpes Creek and Puncheon Branch in Whitley County. The permit area is approximately 1.16 miles north of the intersection of Puncheon Branch Road and Harpes Creek Road.
The operation is located on the Frakes U.S.G.S. 7‑1/2 minute quadrangle map. The surface area to be disturbed is owned by TKY Acquisitions, LLC, Corrigan TLP, LLC, and Edd B. Jones. The underground operations will underlie land owned by WPP, LLC and Penn Virginia Operating Co., LLC.
The application has been filed for public inspection at the Department for Natural Resources Middleboro Regional Office, 1804 E. Cumberland Avenue, Middlesboro, Kentucky 40965. Written comments or objections must be filed with the Director, Division of Mine Permits, 300 Sower Blvd, Frankfort, Kentucky 40601.

An Ordinance amending the Whitley County Budget for Fiscal Year 2020-2021, to include unanticipated receipts increasing/decreasing from various Funds in the amount of $1,211,669 and increasing/decreasing expenditures from the various Funds in the amount of $1,211,669.00 was read on 11/16/21. A copy of the Ordinance with full text is available for public inspection at the Office of the County Judge Executive during normal business hours.

Tri-County Landfill Permit Renewal
The Energy and Environment Cabinet, Division of Waste Management (DWM) received a permit renewal application on November 26, 2021 from Waste Management of Kentucky, LLC to extend the expiration date of Permit No. 118-00010 for Tri-County Landfill in Whitely County to June 12, 2027.
The name and mailing address of the permit applicant is Waste Management of Kentucky, LLC, 1700 N. Broad Street Fairborn, OH 45324. The contact person is Robin Jones who can be reached by telephone at (937) 318-5342 or by e-mail at rjones2@wm.com. The facility’s physical address is Lloyd Hollow Road, Corbin, KY 40701. The facility can be accessed by traveling from Lexington by following I-75 S / I-64 E for 84 miles. Take Exit 29 and head towards Barbourville / Corbin on the Cumberland Gap Parkway. After approximately 2 miles, turn left onto US Highway 25. After 1 mile, turn right onto Highway 2392 and turn right on Horse Creek Rd. Turn right onto Hollow View Rd.

Project Background
The purpose of this project is to address safety concerns with the existing Exit 15 ramp terminals at the intersection of I-75 and US-25W. The proposed project is needed since both intersections have experienced an elevated crash problem due to poor sight distance. This project is being developed through the Highway Safety Improvement Program (HSIP), and the preferred alternate is the installation of mini-roundabouts at the two intersections. The roundabouts are intended to remain almost entirely within the current intersection footprint, thereby reducing the cost, and environmental and utility impact of other alternates considered. Once completed, the roundabouts are also expected to improve traffic performance through the intersections.
Current Intersection Summary
Existing conditions at both intersections includes large rock faces in three of the four quadrants which greatly limits the Intersection Sight Distance (ISD). This is a likely contributing factor to the elevated crash rate. Over a five-year period across both intersections, there have been 36 crashes including eight injuries and one fatality.
Maintenance of Traffic and Alternate Routes
It is anticipated that alternating one-way traffic will be maintained on US-25W throughout the duration of construction by temporary signals. The preferred mini-roundabout alternative will require the Exit 15 ramp terminals be shut down for approximately six weeks. However, construction will be planned for the summer when school is out to minimize disruption to local traffic.
Alternate routes will include the use of Exit 11 to the South, and Exit 25 to the North.
