NOTICE OF VACANT WHITLEY COUNTY BOARD OF EDUCATION SEAT
The Whitley County Board of Education (“Board”) is seeking applications for appointment to fill a vacancy on the Board representing District #3. This appointment will be effective until the November 2023 regular election.
Responsibilities include: setting policy to govern the District; hiring/evaluating the Superintendent; and levying taxes and adopting the District budget. Board members must:
- Be at least 24 years old and a Kentucky citizen for the last three years;
- Be a registered voter in the particular District of the vacancy;
- Have completed the 12th grade or have a GED certificate;
- Meet all other legal qualifications (KRS 160.180); and
- Complete required annual in-service training.

NOTICE OF BOND RELEASE
Permit # 918-0504
In accordance with KRS 350.093, notice is hereby given that Alden Resources LLC, 332 West Cumberland Gap Parkway, Suite 100, Corbin, KY 40701, has filed for a Phase I Bond Release on Increments 1, 2 & 3 of permit number 918-0504, which was last issued on 08/12/2022. The application covers an area of approximately 386.27 acre 5.25 miles east of Rockholds in Whitley & Knox County Kentucky, and is approximately 0.64 miles east of KY 1064 junction with Terrell Hollow Road and approximately 700 feet east of Meadow Creek.
The bonds now in effect are, Increment one (1) is a Surety Bond in the amount of $139,900.00. Approximately 60% of the original bond amount of $139,900.00 is included in this application for release. Increment two (2) is a Surety Bond in the amount of $110,900.00. Approximately 60% of the original bond amount of $110,900.00 is included in this application for release. Increment three (3) is a Surety Bond in the amount of $99,700.00. Approximately 60% of the original bond amount of $99,700.00 is included in this application for release.
Reclamation work performed includes: Backfilling, re-grading, topsoil replacement, and drainage control including soil preparation and initial seeding and mulching in accordance with the approved reclamation plan, completed September 2022.
A public hearing on the application has been scheduled for February 13, 2023 at 9:00 am at the Department for Surface Mining Reclamation and Enforcement’s Middlesboro Regional Office, 1804 East Cumberland Avenue, Middlesboro, KY 40965-1229. The hearing will be cancelled if no request for a hearing or informal conference is received by February 10, 2023.
Written comments, objections, and requests for a public hearing of informal conference must be filed with the Director, Division of Field Services, 300 Sower Boulevard, 2nd Floor, Frankfort, KY 40601, by February 10, 2023.
ORDINANCE NO. 2022-7
AN ORDINANCE OF THE CITY OF CORBIN, KENTUCKY AMENDING ORDINANCE NO. 11-2009 AND ORDINANCE NO. 8-78 TO EXPAND THE PARTIES THAT SHALL PAY THE TRANSIENT ROOM TAXES AND REQUIRE PAYMENT OF THE TRANSIENT TAX ON A MONTHLY BASIS.
BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF CORBIN, KENTUCKY, as follows:
SECTION 1. Ordinance No. 11-2009, at SECTION 4. therein is hereby amended and shall read as follows:
SECTION 4. On or after May 1, 1978 there is hereby imposed a transient room tax of three per cent (3%) of the rent for every occupancy of a suite, room or rooms, charged by all persons, companies, corporations or other like or similar persons, groups or organizations doing business as motor courts, motels, hotels, inns or like or similar accommodations businesses. Further on and after August 1, 2009 there is hereby imposed, pursuant to KRS 91A.390, an additional special transient room tax of one percent (1%) of the rent for every occupancy of a suite, room or rooms, charged by all persons, companies, corporations or other like or similar persons, groups or organizations doing business as motor courts, motels, hotels, inns or like or similar accommodations businesses. Therefore on and after August 1, 2009 there shall be a total transient room tax of four percent (4%). Every person, company, corporation or other like or similar person, group, or organization engaged in the business of motor courts, motels, hotels, inns, or like or similar accommodations businesses shall pay to the Corbin Tourist and Convention Commission, as collecting entity of said city taxes herein imposed. Effective January 1, 2023 every person, company, corporation or other like or similar persons, groups, or organizations providing occupancy of a suite, room, rooms, cabins, lodgings, campsites or other accommodations charged by any hotel, motel, inn, tourist camp, tourist cabin, campgrounds, recreational vehicle parks, bed and breakfasts, short term rentals or any other place in which accommodations are regularly furnished to transients for consideration charged by every person, company, corporation or other like or similar person, group or organization engaged in the business of motor courts, motels, hotels, inns, short term rentals, bed and breakfasts or similar accommodations, or by any person that facilitates the rental of accommodations by brokering, coordinating, or in any other way arranging for the rental of the accommodations shall pay monthly to the Corbin Tourist and Convention Commission, as collecting entity of said city taxes herein imposed, a transient tax of four percent (4%) of the gross rent for every occupancy of a suite(s), room(s) and/or facilities as set forth herein, charged and collected by them during such monthly periods. The Corbin Tourist and Convention Commission shall provide a form to taxpayers hereunder for remittance of the transient tax set forth herein. The additional special transient room tax of one percent (1%) collected by the Corbin Tourist and Convention Commission shall be transferred by the Corbin Tourist and Convention Commission to the City of Corbin, Kentucky, quarterly, to be used by the City of Corbin, Kentucky for the sole purpose of meeting the operating expenses of the Southeastern Kentucky Agricultural & Exposition Center.
SECTION 2. Ordinance No. 8-78 at Section 5 is hereby amended and shall read as follows:
SECTION 5. The payment required to be made on account of the tax hereby imposed shall be made quarterly for the quarterly periods ending March 31, June 30, September 30 and December 31 of each year on or before the last day of the month next following each date together with a return in duplicate, on a form furnished by or obtained from the Treasurer setting forth the aggregate amount of the gross rentals charged during the preceding quarter for every occupancy of a suite, room or rooms together with such other pertinent information as the said Treasurer may require.
SECTION 3. This Ordinance shall be in effect on January 1, 2023.
