PUBLIC NOTICE:
An ordinance amending the Whitley County Budget for Fiscal Year 2009-2010, to include unanticipated receipts increasing/decreasing from the following funds: Gen, Road, LGEA, and 911 Funds in the amount of $613,410.00 and increasing/decreasing expenditures from the Gen, Road, LGEA, Ambulance, and 911 Funds in the amount of $613,410.00 was passed on 12/15/09. A copy of the Ordinance with full text is available for public inspection at the Office of the County Judge Executive during normal business hours.

NOTICE OF BLASTING SCHEDULE
PERMIT NO. 918-0370
In accordance with the provisions of 405 KAR 16:120, D & H Coal Company of Laurel County, Inc., P.O. Box 932, London, KY 40741; Phone: (606) 864-6183 proposes the following blasting schedule. The blasting site encompasses approximately fifty (50) acres located in Whitley County, 0.5 mile southwest of the community of Faber, 0.5 mile southwest of KY Route 26’s junction with Faber Corinth Road and 0.2 mile east of Interstate 75. The surface area on which blasting operations will be conducted is owned by Cumberland College and Carl Smith.
Detonations of explosives, are proposed to occur from sunrise to sunset Monday through Saturday. The blasting schedule is for a period from December 16, 2009 to December 16, 2010. Entry to the blasting area will be regulated by signs and barriers. Five minutes prior to any blast, a preliminary warning consisting of one – 60 second (one minute) series of long air horn blasts. Then a blast signal, consisting of a long series of short air horn blast, will be given one minute prior to the shot detonation. A post-detonation all-clear signal, consisting of a prolonged air horn blast, will follow the inspection of the blast site. These signals will be audible within one half mile of the blasting site and will be given with an air horn. When the permittee conducts an unscheduled blast, the permittee, using audible signals, shall notify all persons within one-half mile of the blasting site and document the reason for the unscheduled blast.
PUBLIC NOTICE OF BLASTING SCHEDULE
Mountainside Coal Co., Inc., 2692 South Highway 25W, Williamsburg, KY 40969; Phone: (606) 786-3620 proposes the following blasting schedule. The blasting site encompasses approximately 86.7 acres of surface mining located on Round Mountain approximately 1.8 miles southeast of Siler, KY and 0.4 mile southwest of Limestone Branch Road’s junction with Kentucky Route 92, in Whitley County. The surface of the area on which blasting operations will be conducted is owned by TKY Acquisition, LLC.
Detonations of explosives are proposed to occur from sunrise to sunset Monday through Saturday. The blasting schedule is for a period from Dec. 2009 to Dec. 2010 Entry to the blasting area will be regulated by signs and barriers. Five minutes prior to any blast, a preliminary warning consisting of one – 60 second (one minute) series of long blasts of a siren shall be sounded. Five minutes prior to the detonation, the area shall be cleared and secured of personnel and equipment. One minute prior to detonation, a series of short blasts of a siren shall be sounded, followed immediately by the detonation of the shot. The “All-Clear Signal” will be one prolonged siren blast following an inspection of the blasting area. When the permittee conducts an unscheduled blast, the permittee, using audible signals, shall notify all persons within one-half mile of the blasting site and document the reason for the unscheduled blast.
This notice is published pursuant to CFR 715.19 Surface Mining and Reclamation and Enforcement Provisions and KRS 350.220 and the regulations relating thereto. The Kentucky DMRE Permit Number is 918-0412.

NOTICE OF ORDINANCE GRANTING FRANCHISE
By virtue of a resolution heretofore passed by the City Council of the City of Williamsburg, Kentucky, Kentucky Utilities Company has been awarded an electric franchise. Said franchise is more particularly described and fully defined in an ordinance granting and creating the same, the full text of which is available for inspection in the office of the Williamsburg City Clerk, 423 Main Street, Williamsburg, Kentucky. The ordinance by title and summary is as follows: ORDINANCE #09-006. AN ORDINANCE CREATING A FRANCHISE FOR THE ERECTION, LAYING AND MAINTENANCE OF ELECTRIC FACILITIES AND APPURTENANT FACILITIES AND EQUIPMENT IN, ALONG AND ACROSS THE PUBLIC WAYS, ROAD, STREETS, ALLEYS AND OTHER PUBLIC PLACES IN THE CITY OF LORETTO, KENTUCKY; FOR FURNISHING AND SELLING ELECTRICITY BY MEANS OF SAID FACILITIES; AND PROVIDING FOR THE SALE OF SAID FRANCHISE.
