INVITATION TO BID
Corbin Farmers Market
Whitley County, Kentucky
Sealed proposals will be received no later than 12:00 PM local time (EST) on Friday, January 14, 2022, in the Corbin Tourism and Convention Commission office located at 220 Corbin Center Drive, Corbin, Kentucky 40702. Bids received after 12:00 PM will not be accepted. Bids will be opened the same day at 12:30 PM local time (EST) in the Corbin city council chambers located within City Hall in Corbin, Kentucky.
Said proposals will be for the construction of a new covered pavilion and bath house to serve the Corbin Farmers Market. The project includes a 90’-0” x 80’-0” pre-engineered steel structure housing vendors, washing stations, and public space with an approximately 12’-0” x 45’-8” CMU lean-to structure housing restrooms and storage areas. The site is located at 200 North Main Street, Corbin, Kentucky 40701.
Electronic copies of plans and specifications may be obtained from the Corbin Tourism and Convention Commission (contact Maggy Monhollen at maggy@corbinkytourism.com) or from Deco Architects (contact Ryun Warren at r.warren@decoarchitects.com). Physical copies will also be available at the Corbin Tourism and Convention Commission’s office or Deco Architects’ office, upon request, at the requesting party’s expense. The cost of both drawings and specifications will be the amount of $150.00. Any checks should be made payable to Deco Architects.
The Form of Proposal is a part of the front end specifications, which may be obtained from the Corbin Tourism and Convention Commission or Deco Architects. All bids shall be submitted only on the Form of Proposal and in a sealed envelope. The sealed envelope shall have the project name clearly marked, along with the respective bidder’s information.
Deco Architects is the Architect of Record for this project, acting as agent for the Owner and acting in the Owner’s behalf in soliciting your proposal. Successful Bidder will have a Contract directly with the Owner.
Each Proposal shall be accompanied by a certified check, cash, or bidders bond, executed by the Bidder and Surety Company, IN THE SUM OF NOT LESS THAN FIVE PERCENT (5%) OF THE AMOUNT OF THE BASE PROPOSAL. The bid security is required as a guarantee that if the Proposal is accepted, a Contract will be immediately entered into and the performance of it properly secured.
Proposal Forms must be properly filled out completely. No qualify letters or statements will be considered. No bidder may withdraw a bid submitted for a period of sixty (60) days after the date for the opening of the Bid.
In the event the Bidder to whom the Contract is awarded fails to execute a satisfactory Contract and 100% Performance and Payment Bond, they shall be eliminated and shall forfeit their certified check, cash, or their Bid Bond and shall be liable for the loss incurred by the Owner by such failure.
Any Bid which is not received in a timely manner on the proper form shall be returned unopened. The Owner reserves the right to reject a bid for any reason. Bid will be awarded based on “best value” rather than low-bid. An apparent low-bidder will be named during the bid opening.
A Pre-bid meeting will take place on Tuesday, January 4, 2022, at 1:00 PM local time (EST) in the Corbin Railroad Depot located at 101 North Depot Street, Corbin, KY 40701.
Bidders shall submit questions to Ryun Warren via email at r.warren@decoarchitects.com. The deadline for bidder questions is Friday, January 7, 2022 at 12:00 PM local time (EST).

Minit Mart, LLC with a mailing address of 165 Flanders Road, Westborough, MA 01581 hereby declares its intention to apply for a NQ Retail Malt Beverage Package License no later than December 15, 2021. The business to be licensed will be located at 145 Highway 770, Corbin, Kentucky 40701. Minit Mart, LLC is a limited liability company, which is wholly owned by EG Retail (America), LLC, 165 Flanders Road, Westborough, MA 01581. NOTICE:
The 2020 Former Whitley County Sheriff Fee Account Audit Report has been released. A copy of the complete audit report is on file and available for public inspection during normal business hours, Monday through Friday from 8:00 am to 4:30 pm. If any citizen wishes to obtain a complete copy including financial statement information for their personal use, copies will be made available upon request. Copies will be charged at the rate of 25 cents per page. Copies of the financial statement prepared in accordance with KRS 424.220 are available to the public at no cost from The Whitley County Sheriff’s Department.
NOTICE OF INTENTION TO MINE
Pursuant to Application 918-0465, Renewal
In accordance with the provisions of KRS 350.055, notice is hereby given that Mountainside Coal Co., Inc., 5540 KY 1809, Barbourville, KY 40906 has applied for a renewal of a permit for a surface and auger/highwall mining and reclamation operation affecting 339.89 surface acres and underlie an additional 201.1 aces, located approximately 1.5 miles northeast of the community of Siler in Whitley County.
The operation is approximately 2.4 miles northeast of the community of Siler and 1.8 miles north of the confluence of Harpes Creek and Puncheon Branch in Whitley County. The permit area is approximately 1.16 miles north of the intersection of Puncheon Branch Road and Harpes Creek Road.
The operation is located on the Frakes U.S.G.S. 7‑1/2 minute quadrangle map. The surface area to be disturbed is owned by TKY Acquisitions, LLC, Corrigan TLP, LLC, and Edd B. Jones. The underground operations will underlie land owned by WPP, LLC and Penn Virginia Operating Co., LLC.
The application has been filed for public inspection at the Department for Natural Resources Middleboro Regional Office, 1804 E. Cumberland Avenue, Middlesboro, Kentucky 40965. Written comments or objections must be filed with the Director, Division of Mine Permits, 300 Sower Blvd, Frankfort, Kentucky 40601.
NOTICE OF INTENTION TO MINE
Pursuant to Application 861-0543, Renewal
In accordance with the provisions of KRS 350.055, notice is hereby given that Mountainside Coal Co., Inc., 5540 KY 1809, Barbourville, KY 40906 has applied for a renewal for a permit for a surface coal mining and reclamation operation located 1.7 miles northwest of Permon in Knox and Whitley Counties. The proposed operation will disturb 330.2 surface acres and underlie an additional 592.2 acres, and the total area within the permit boundary will be 922.4 acres.
The proposed operation is approximately 1.2 miles north of the intersection of Hwy 779 and Hwy 1418 and located near Flat Creek and Cotton Creek.
The proposed operation is located on the Barbourville & Rockholds U.S.G.S. 7‑1/2 minute quadrangle maps. The surface area to be disturbed is owned Robert Lambdin, Vickie Partin, Charles Cupp, Carolyn A. Moses, David Monhollen, Glenn Lawson, Willard (Wayne) Hubbs, Donald Mackey, Calvin Jones, Willard & Freda J Hubbs, James Carter, Blanche & Harold Edward Ward, Venda Hill, Joyce Lawson, Debbie Lawson and Gino Cima. The underground operations will underlie land owned by Robert Lambdin, Vickie Partin, Charles Cupp, Carolyn A. Moses, David Monhollen, Glenn Lawson, Willard (Wayne) Hubbs, Donald Mackey, Calvin Jones, Willard Wayne & Freda J Hubbs, James Carter, Blanche & Harold Edward Ward, Venda Hill, Joyce Lawson, Debbie Lawson, Gino Cima and Denver Ray & Millard Elliott. The operation will use the contour, auger and highwall mining methods of mining. Refuse from coal mined on this permit may be returned to the pits and buried as part of the reclamation process.
This is the final advertisement of this permit application. All comments, objections or requests for a permit conference must be received within thirty (30) days of today’s date.
