Project: The safe and effective movement of historic rolling railroad stock
The Corbin Tourism and Convention Commission is accepting bids for the following work:
The safe and effective movement of one steam locomotive, one tender and one caboose from Bainbridge, GA to Corbin, KY. This proposal is a “total small business” set aside. The locomotive is an 0-8-0 and weighs approximately 110tons or 220,000 lbs. The tender is empty and weighs approximately 60,000 lbs. The caboose is an old L&N #30 that weighs about 47,100 lbs. The locomotive may require some dis-assembly for transport to Corbin, KY. All offers must include any on location dis-assembly work, all crane and or lifting services, all freight transportation costs (either via rail or highway) and all lifting and setting services in Corbin as well as all re-assembly fees. Offers must also show and demonstrate that all high fees and permits are in place prior to movement and must include a transportation plan and all required reviews by State DOT offices.

BID NOTICE
The City of Williamsburg is soliciting bids for construction of a soldier pile and lagging wall for repair of a section of road along Campbell Hill Road due to landslide activity. The project will involve construction of an approximate 8 foot high by 225 foot long wall, excavation of soil and minor grading on the front side of wall, placement of gravel along road to re-establish grades, installation of drain pipe and concrete precast box culvert, and pavement of the roadway section disturbed by the landslide at completion of project. Interested bidders should be qualified and competent in performing the indicated scope and/or be able to subcontract with such companies. Bids should include experience, qualifications, cost estimate, along with time to mobilize and complete project. The award of this contract will have a primary emphasis on qualifications with a secondary emphasis on pricing. Experience with this type of construction, the area soils and conditions, with the design team and with construction in Southeast Kentucky will be a large part of the consideration for the qualifications. NOTICE OF BOND RELEASE
In accordance with KRS 350.093, notice is hereby given that Mountainside Coal Co., Inc., 7692 S. HWY 25W, Williamsburg, KY 40769 has applied for a Phases I Bond Release on Increment 1 of Permit #918-0465, which was last issued on May 13, 2015. The application covers an area of Approximately 150.7 acres of surface area located 2.4 miles northeast of the community of Siler and 1.8 miles north of the confluence of Harpes creek and Puncheon branch in Whitley County. The permit area is approximately 1.16 miles north of the intersection of Puncheon Branch Road and Harpes Creek road. The latitude is 36° 41’ 51” N and the longitude is 83° 55’ 33”W.
The bond now in effect on Increment 1 is a Letter of Credit for $4,000.00, and $6,000.00 by the Kentucky Reclamation Guaranty Fund. The required bond amount for increment 1 is $373,400.00. In accordance with an Agreed Order between The Kentucky Energy and Environmental Cabinet, Department for Natural Resources and Mountainside Coal Co., Inc., the remainder of the bond after Phase 1 bond release (approximately $150,000.00) will be posted by Mountainside Coal Co., Inc.
Reclamation work performed includes: Backfilling, grading, fertilizing, seeding and mulching.

The application covers an area of approximately 80.8 acres located 1.2 miles Northeast of the community of Rockholds in Whitley County, Kentucky.
The permit area is approximately 1.1 miles Northeast of Watts Creek and 1.0 miles Northeast of Colonel Hollow Road’s intersection with Highway 26. The latitude is 36 degrees, 50 minutes and 34 seconds. The longitude is 84 degrees, 06 minutes and 17 seconds.

The bond now in effect on Increment 2 is Letters of Credit No. LC8011560 in the amount of $5,000.00 and NO. LC8010389 in the amount of $93,700.00. The bond now in effect on increment 3 is a Letter of Credit No. LC8010389 in the amount of $31,100.00.
Reclamation work performed includes: backfilling, grading, fertilizing, seeding and mulching, completed in November of 2012.

Public Notice of Blasting Schedule
Mountainside Coal Co., Inc., 7692 South HWY. 25W, Williamsburg, Kentucky 40769, Telephone Number: (606) 786-2121, shall conduct blasting operations on its 569.8 acre surface mine permit, located approximately twelve (12) miles northeast of Williamsburg, Kentucky, on HWY 1418, near the community of Permon, in Whitley County, Kentucky.
The proposed operation is approximately one and six-tenths (1.6) miles northeast of HWY 1418’s intersection with HWY 511.
The latitude is 36-48-52N; the longitude is: 84-00-53W. The surface area on which blasting operations will be conducted is owned by Robert Brown & Kathy Brown, Jack & Sue Clark, Tommy Gambrel, Hubert Grant & Arnold David Grant, Ray & Geneva Hill, Venda S. Hill, Anthony Hubbs, Joseph Hubbs & Christopher Hubbs, David Logan & Tim Logan, Randy D. Mackey, Norma Lene Foley & Arthur Foley, Kenneth Mackey, David & Brenda Monhollen, Ola & Julie Miller, David Rose, Jack & Sadie Smith, and Blair Farms, LLC.
Blasting will be conducted each day Monday through Saturday during daylight hours. No blasting will be conducted after official sunset. This schedule shall be in effect from November 10, 2015, until November 10, 2016.
Any major alterations to the blasting scheduled will be published. Unscheduled blasting may occur in emergency situations when rain, lightning or other atmospheric conditions or operator or public safety requires unscheduled detonation. The nearby residents will be notified, of the unscheduled blast, by certified mail, regular mail or hand delivery and the blast shall then proceed as a regular blast. Entry to blasting area will be regulated by signs or barriers. An authorized company representative will prohibit access to the blasting areas by unauthorized persons at least five (5) minutes before each detonation and until the all clear signal is sounded. WARNING SIGNAL: A one (1) minute series of long blasts five (5) minutes prior to the blast signal. BLAST SIGNAL: A series of short blasts one (1) minute prior to the detonation. ALL CLEAR SIGNAL: A prolonged blast following the inspection of the blast area. Events which could necessitate blasting at unscheduled times include, but are not limited to rain, lightning, or other atmospheric conditions, or deteriorated explosives which involve personnel, operational or public safety. Any major alteration of this blasting schedule will be published.
This notice is published pursuant to CFR 715.19 Surface Mining and Reclamation and Enforcement Provisions and KRS 350.220 and the regulations relating thereto. The MSHA ID Number is 15-19696. The Kentucky DNR Permit Number is 861-0528.

Pursuant to Application Number 861-8015, Operator Change
In accordance with KRS 8:010, notice is hereby given that BRC Alabama No. 3, LLC, 6100 Dutchmans Lane, 11th floor, Louisville, KY, 40205, intends to revise permit 861-8015 to change the operator. The operator presently approved in the permit is the permittee. The new operators will be Corbin Project LLC and Hendricks Corbin, LLC both located at 301 East Main Street, Suite 1100, Lexington, KY, 40507.
The operation is located 0.1 miles east of Corbin in Knox and Whitley Counties. It is approximately 0.1 mile south of KY 312’s junction with US 25W and located on Lynn Camp Creek. The operation is on the Corbin U.S.G.S. 7 1/2 minute quadrangle map.
The application has been filed for public inspection at the Department for Surface Mining Reclamation and Enforcement’s Middlesboro Regional Office, 1804 East Cumberland Avenue, Middlesboro, KY, 40965.
