The Emergency Christian Ministries is now accepting bids, in writing, for the removal and disposal of the existing roof structure and the installation of a new gable roof and trim at the Emergency Christian Ministries Homeless Shelter located at: 630 US 25W S, Williamsburg, KY 40769 until 12:00 PM, Thursday, December 2nd, 2021.

1) Bid will be lump sum.

4) The successful bidder will negotiate completion date after bid awarded.

CITY OF WILLIAMSBURG, KENTUCKY
ORDINANCE NO. 21-006
AN ORDINANCE AUTHORIZING THE USE OF GOLF CARTS ON CERTAIN DESIGNATED CITY STREETS
WHEREAS, the Kentucky General Assembly authorized local governments to permit operation of golf carts on public roadways by enacting KRS 189.286; and
WHEREAS, City of Williamsburg, Kentucky, previously adopted Ordinance No. 11-002 to authorize the use of golf carts on certain designated city streets in accordance with KRS 189.286; and
WHEREAS, the Kentucky General Assembly recently amended KRS 189.286 and the City Council deems it appropriate and necessary to adopt said amendments necessitating various changes to the City’s Ordinance No. 11-002 to comply with said statutory authority;
NOW THEREFORE BE IT ENACTED BY THE CITY OF WILLIAMSBURG CITY COUNCIL THAT NEW PROVISIONS BE ADDED TO THE WILLIAMSBURG CODE OF ORDINANCES AS FOLLOWS:
Section 1: As used in this Chapter, the term “Golf Cart” means any self-propelled vehicle that:
- Is designed for the transportation of players or maintaining equipment on a golf course, while engaged in the playing of golf, supervising the play of golf, or maintaining the condition of the grounds on a golf course;
- Has a minimum of four (4) wheels;
- Is designed to operate at a speed of not more than twenty-five (25) miles per hour;
- Is designed to carry not more than six (6) persons, including the driver;
- Has a maximum gross vehicle weight of two thousand five hundred (2,500) pounds;
- Has a maximum rated payload capacity of one thousand two hundred (1,200) pounds; and
7 Is equipped with the following:
- Headlamps;
- Tail lamps;
- Stop lamps;
- Front and rear turn signals;
- One (1) red reflex reflector on each side as far to the rear as practicable, and one (1) red reflex reflector on the rear;
- An exterior mirror mounted on the driver’s side of the vehicle and either an exterior mirror mounted on the passenger’s side of the vehicle or an interior mirror;
- A parking brake;
- For each designated seating position, a seatbelt assembly that conforms to the federal motor vehicle safety standard provided in 49 C.F.R. sec. 571.209; and
- A horn that meets the requirements of KRS 189.080.
Section 2: In compliance with [Section Three], golf carts may be operated only on the City streets whose speed limits are twenty-five (25) miles per hour or less.
Section 3: In order to be operated on such designated city streets, a golf cart shall:
- Must fill out application for a yearly permit/sticker for the golf cart by the City of Williamsburg at a cost of $10.00, which is paid at the City Utility Office and issued after proof of inspection. Subsequent renewals of the permit shall be due on or before July 1st of each year. There shall be no proration of the fee for any permit issued after July 1. Insurance and proof of inspection by a certified inspector shall be presented prior to issuance of an official permit/sticker;
- Be inspected by a certified inspector designated by the Whitley County Sheriff’s Department and certified through the Department of Vehicle Regulation to ensure that the golf cart complies with the requirements of this section. The inspection fee under this paragraph shall be five dollars ($5.00) if the inspection occurs at the Whitley County Sheriff’s Department in the Courthouse or ten dollars ($10.00) per trip charged if it becomes necessary for the certified inspector to travel to the site of the golf cart rather than having the golf cart brought to the Court House, then bring application back to city hall to show proof of inspection;
- Display the permit/sticker, which has to be affixed to the lower left windshield of the golf cart that identifies that the golf cart is allowed to be operated on specific roadways within the City;
- The golf cart displays a slow-moving vehicle emblem in compliance with KRS 189.820;
- Be insured in compliance with KRS 304.39-080 by the owner or operator, and the proof of insurance shall be inside the golf cart at all times of operation on a public roadway;
- Be operated by a person with a valid operator’s license in his or her possession.
Section 4: Any person operating a golf cart on a public roadway under the provisions of this Chapter shall be subject to the traffic regulations of KRS Chapter 189 and any other applicable provisions of this Code of Ordinances pertaining to the operation of vehicles upon City streets.
Section 5: A golf cart operating on a public roadway is not considered a motor vehicle and is exempt from:
- Title requirements of KRS 186.020;
- Vehicle registration requirements of KRS 186.050;
- Emissions compliance certificates pursuant to KRS 224.20-720; and
Section 6: The provisions of these sections shall not apply to a golf cart that is not used on a public roadway except to cross a roadway while following a golf cart path on a golf course.
Section 7: Penalty. Any person violating the provisions of this Ordinance shall, upon conviction of a first offense, be fined not less than $100.00 nor more than $250.00. Any person convicted of a subsequent violation of this Ordinance within two (2) years of a prior conviction under this Ordinance, shall be fined not less than $250.00 nor more than $500.00
Section 8: The provisions of Ordinance No. 11-002 be and are hereby repealed.
This Ordinance shall take effect after its passage and upon publication.

CITY OF WILLIAMSBURG, KENTUCKY
ORDINANCE NO. 21-007
AN ORDINANCE ESTABLISHING A PROPERTY ASSESSMENT AND REASSESSMENT MORATORIUM PROGRAM FOR QUALIFYING PROPERTIES PURSUANT TO KRS 132.452 AND KRS 99.595 THROUGH 99.605 AND SETTING FORTH CERTAIN REGULATIONS RELATED THERETO.
WHEREAS, the City of Williamsburg, Kentucky, desires to establish areas to encourage investment and redevelopment; and
WHEREAS, the City of Williamsburg, Kentucky, has identified such areas as the Historical District in downtown Williamsburg listed on both the National Registry of Historic Places and the State Heritage Council as of April 25, 2019, and certain commercial and/or industrial zones within the city limits; and
WHEREAS, several different development groups or their affiliates, separately, and collectively, have proposed development within the Williamsburg Historic District and in commercial and industrial areas; and
WHEREAS, the City of Williamsburg, Kentucky, has agreed to support and encourage investment and redevelopment by establishing a program granting property assessment or reassessment moratorium of ad valorem taxes for qualifying properties pursuant to KRS 132.452 and KRS 99.595 through 99.605 and to set forth certain regulations related thereto;
NOW THEREFORE, BE IT ORDAINED AND ADOPTED BY THE CITY COUNCIL OF THE CITY OF WILLIAMSBURG, KENTUCKY, AS FOLLOWS:
Section One: Adoption
- Upon adoption, the Mayor of the City of Williamsburg, Kentucky, or designee is hereby authorized and directed to execute, acknowledge, and deliver on behalf of the city the use of a property assessment or reassessment moratorium of ad valorem taxes and to work with the City Zoning Administrator and the Whitley County Property Valuation Administrator for those owners of existing residential buildings and/or owners/lessees of commercial facilities located in the following areas: commercial and/or industrial zones; and the Historical District of downtown Williamsburg (SEE attached Exhibit A).
Section Two: Application for Moratorium Certificates
- Any owner of an existing residential building, or owner or lessee of a commercial facility, may submit an application to the Zoning Administrator for a property assessment or reassessment moratorium certificate. The application shall be filed at least thirty (30) days prior to restoration, repair, rehabilitation, stabilization, or construction. The application shall contain, be accompanied by, and/or include the following:
(1) Proof the property is located in the Historical District, a commercial/business zone, and/or industrial zone within the city limits;
(2) A general description of the proposed use of the property;
(3) the general nature and extent of the restoration, repair, rehabilitation, stabilization, and/or construction to be undertaken and cost estimates;
(4) A time schedule for undertaking and completing the project;
(5) If the property is a commercial facility, the application shall in addition, be accompanied by a descriptive list of the fixed building equipment which will be a part of the facility and a statement of the economic advantages expected from the moratorium, including expected construction employment; and
(6) These items are not to take the place of the normal permitting process.
- The Mayor or designee, and Zoning Administrator shall work together to approve projects. The Mayor or designee, and the Zoning Administrator shall also work with and notify the Property Valuation Administrator of applications, moratorium certificates, and completion of same.
- No moratorium certificate shall take effect or be approved for property which is delinquent on ad valorem taxes.
- Any application for an assessment or reassessment moratorium on/for property located in the Historical District of downtown Williamsburg not acted upon by the applicant shall become void two (2) years from the date of application. Any application for an assessment or reassessment moratorium on/or property located in commercial and/or industrial zone(s) of Williamsburg not acted upon by the applicant shall become void three (3) years from the date of application.
Section Three: Completion of Project
- For property located in the Historical District of downtown Williamsburg, the applicant shall have one (1) year to complete the project unless granted an extension. For property located in commercial and/or industrial zone(s) of Williamsburg, the applicant shall have two (2) years to complete the project unless granted an extension. In no case shall the application be extended beyond one (1) additional year.
- The applicant shall notify the Zoning Administrator when the project is complete and the Zoning Administrator shall then conduct an on-site inspection of the property for purposes of verifying compliance with the application. A moratorium certificate shall issue only after completion of the project.
Section Four: Duration of Moratorium
- Moratorium Certificate shall specify the duration of effect, but shall not exceed five (5) years. A copy of the Moratorium Certificate shall be delivered to the Property Valuation Administrator.
- The assessment or reassessment moratorium shall become effective on the assessment date next following the issuance of the Moratorium Certificate.
- The taxable assessment of property qualifying for an assessment or reassessment moratorium shall be that assessment provided for in KRS 99.605(2).
- On the assessment date next following the expiration, cancellation or revocation or an assessment or reassessment moratorium, property shall be assessed on the basis of its’ full fair cash value.
- An assessment or reassessment moratorium certificate may be transferred or assigned by the holder of the certificate to a new owner or lessee of the property.
Section Five: Severability
- If any provision of this ordinance as now or later amended or its’ application to any person or circumstance is held invalid, the invalidity does not affect other provisions that can be given effect without the invalid provision or application.
Section Six: This Ordinance shall be in full force and effect from and after its’ adoption, approval, and publication, and all ordinances or parts of ordinances in conflict herewith are repealed and held for naught.

ORDINANCE NO. 21-008
AN ORDINANCE AMENDING ARTICLE V OF THE “ALCOHOLIC BEVERAGE CONTROL ORDINANCE” (BEING ORDINANCE NO. 16-007).
WHEREAS, on June 28th, 2016, a local option election was held and, by and through a majority of registered voters, permits the presence of alcohol, manufacturing of alcohol, and sales of alcohol within the corporate limits of the City of Williamsburg so long as such is done in accordance with all applicable local, state and federal law; and
WHEREAS, the City of Williamsburg therefore has established uniform regulations and requirements for the licensing and regulation of alcoholic beverages, manufacturing, and sales pursuant to authorization under KRS Chapters 241 through 244, and all other applicable law, which was by Ordinance No. 16-007 known as the City of Williamsburg “Alcoholic Beverage and Control Ordinance”; and
WHEREAS, several sections of said Ordinance require amendments thereto,
NOW THEREFORE, BE IT ORDAINED BY THE CITY OF WILLIAMSBURG, KENTUCKY, ORDINANCE NO. 16-007 KNOWN AS THE “ALCOHOLIC BEVERAGE CONTROL ORDINANCE” BE AND IS AMENDED AS FOLLOWS:
ARTICLE V. HOURS FOR SALE AND DELIVERY
- Hours for Sale and Delivery
(1) A licensee for distilled spirits, wine and/or malt beverages shall be permitted to sell or dispense distilled spirits, wine and/or malt beverages between the hours of 6:00 a.m. until 12:00 a.m. (midnight) Monday – Saturday. Said licensee shall not be permitted to sell or dispense distilled spirits, wine and/or malt beverages after the hours of 12:00 a.m. (midnight) on Saturday to 12:00 (midnight) on Sunday with the noted exceptions below:
(a) Pursuant to the authority granted by KRS 243.050 and KRS 244.290, upon approval for a Special Sunday Retail Drink License by the City ABS Administrator and the State Alcohol Beverage Control Board, alcohol beverages may be sold or dispensed on Sundays from 1:00 p.m. to 12:00 midnight pursuant to authority granted by KRS 243.032 and KRS 243.070, and a city special Sunday drink license, pursuant to authority granted by KRS 242.185 and KRS 243.070. The fee for the Special Sunday Retail Drink License shall be established by this Ordinance and become due and payable as established in Article II section 2 (Proration of Fees).
This Ordinance shall take effect immediately after its’ Passage and Publication as required by law.
