PUBLIC NOTICE
Second Reading of a proposed Ordinance amending the Whitley County Budget for Fiscal Year 2010-2011, to include unanticipated receipts increasing/decreasing from the following fund: General, Road, Jail, LGEA, Ambulance, Forest, Tourism and 911 Funds in the amount of $92,019.00 and increasing/decreasing expenditures in the General, Road, Jail, LGEA, Ambulance, Forest, Tourism and 911 Fund in the amount of $91,019.00 will be held on 10/19/10 at 6:00 PM in the Whitley County Fiscal Court Room during the Regular Meeting. A copy of the proposed Ordinance with full text is available for public inspection at the Office of the County Judge Executive during normal business hours.

REQUEST FOR QUALIFICATIONS
The City of Williamsburg, Kentucky (City) will retain a qualified engineering firm to provide planning, design, construction; and other required engineering services for the Ball Park Pump Station/Force Main Project. Sources of funding may include, but are not limited to a KY Infrastructure Authority (KIA) loan and local funds. The City will accept Statements of Qualifications from engineering firms interested in working on this project until 4:00 p.m. local time on October 22, 2010, A packet containing information about the project and criteria which will be used to select the engineering firm may be obtained by contacting Teresa Black, City Clerk, at 606-549-6035. Statement of Qualifications must not exceed 30 pages and will be submitted to Roddy Harrison, Mayor, City Hall, 423 Main Street, Williamsburg, Kentucky 40769. Statements of Qualifications will be ranked on the basis of written materials as submitted. The City reserves the right to reject any and all submittals, to wave any technicalities, and to negotiate with the respondent that most nearly meets the project requirements.
This solicitation is being conducted to fulfill state/federal funding agency procurement requirements. The City will adhere to the provisions of Title VI (of the Civil Rights Act of 1964), Section 109 of the Housing and Community Development Act of 1974, Executive Order 11246, Rehabilitation Act of 1973, Section 504 Handicapped and the Age Discrimination Act of 1975.

SOLICITATION FOR PROPERTY
The Whitley County Health Department is seeking proposals for qualifying property on which to construct a new county health department facility. Preferred sites should be vacant and consist of a minimum of six or more acres. The property site must: be within a four mile radius of the Whitley County Courthouse, have good accessibility to a main road, have all utilities on site or within close proximity to the site, be environmentally sound and developable. Proposals must be submitted to the Whitley County Health Department, ATTN: Gail Timperio, 114 North Second Street, Williamsburg, Kentucky, by 4:30 p.m EST, on Wednesday, October 20, 2010. Proposals should be sealed within an outer envelope that is marked on the outside “NEW HEALTH DEPARTMENT PROPERTY PURCHASE.” The proposals must contain contact information, including a phone number, and be signed and dated by the property owner(s). Proposals must contain an accurate plat and an adequate description of the property location and site conditions, and a per acre proposed selling price. The owner(s) must be willing to option the property until such time that all funding source environmental processes are completed and accepted by the funding agency. The Whitley County Health Department reserves the right to determine the site chosen not only based on purchase price but also on development costs, etc. The Whitley County Health Department does not have the power of eminent domain and will not acquire the property if negotiations fail to result in an amicable agreement. This solicitation for proposals should not be considered as an offer to purchase, and the Whitley County Health Department reserves the right to waive any informalities and reject any and all submissions. Notice is hereby given by order of the Whitley District Court that the following Appointments have been made.
Crystal Lee Meibeyer, 2186 Washington Ave., Frankfort, IN 46041 has been appointed Administratrix for the estate of Cassandra Leigh Byrd, deceased, 1369 Grafton Dr., Lexington, KY 40515. Attorney for said estate is Hon. Warren Scoville, 105 N Main St., London, KY 40741.
All persons having claims against the said estates are requested to present same, verified according to law to the said Appointees, not later than six months from said date of appointment.

REQUESTS FOR PROPOSALS
The City of Williamsburg will accept sealed proposals until 3:00 p.m. on Friday, October 8, 2010 at City Hall, City Clerk’s Office, 423 Main Street, Williamsburg, KY 40769 for complete demolition of a residence at 1115 South Second Street, Williamsburg, KY and all appurtenances and lawful disposal of all debris therefrom. All proposals must show proof of sufficient liability insurance. The city reserves the right to reject any and all proposals.
