In accordance with KRS 350.055, notice is hereby given that Alden Resources LLC; 332 W. Cumberland Gap Pkwy., Suite 100; Corbin, Kentucky 40701 has applied for a permit for a surface coal mining and reclamation operation. The proposed operation will disturb 100.8 surface acres and will underlie 18.5 acres, and the total area within the permit boundary will be 119.3 acres. The proposed operation is located approximately 2-1/2 miles north of Rock Spring Road’s intersection with KY Hwy 904, and approximately 3 miles northeast of the community of Nevisdale, in Whitley County, Kentucky.
The proposed operation is located on the Saxton U.S.G.S. 7-1/2 minute quadrangle map. The operation will use the Contour and Auger methods of mining. The surface area is owned by Michael Powers, Ernie McCullah, Terry Lowe, Doris Fay Fletcher, Jeff Fear and Tim Fear. The operation will not affect an area within 100 feet of a public road. The operation will not involve relocation and/or closure of a public road.

In accordance with the provisions of KRS 350.055, notice is hereby given that Mountainside Coal Company, Inc., 7692 South Highway 25W, Williamsburg, KY 40769, has applied for a permit for a surface and auger coal mining operation located approximately 2.5 miles west of the community of Jellico Creek in McCreary and Whitley Counties. The proposed operation will disturb 285.40 surface acres and underlie an additional 115.93 acres. The total area within the permit boundary will be 401.33 acres.
The proposed operation is approximately 0.15 mile northeast and 0.15 mile south of KY Route 1673’s junction with KY Route 92, and 0.1 mile south and 0.1 north of Pleasant Run of Jellico Creek.
The proposed operation is located on the Hollyhill U.S.G.S. 7 ½ minute quadrangle maps. The operation will use the contour and auger methods of surface mining. The surface area to be disturbed is owned by George & Daisy Caddell, Bobby & Freda Mays, Donnie Patrick, Donald B. Patrick, Ronnie Patrick, Thomas & Inez Troxel, Paul & Delores Rowe, Keith Rowe, and White Lumber Sales, LLC. The operation will affect an area within 100 feet of KY Route 1673. The operation will not involve relocation of the public road.

In accordance with the provisions of KRS 350.055, notice is hereby given that Mountainside Coal Co., Inc., 7692 S. Hwy. 25-W, Williamsburg, Kentucky 40769, has applied for renewal of an existing coal mining and reclamation, coal processing operation located 0.25 mile north of the community of Rain, Kentucky, in Knox County. The operation will disturb 25.3 acres of surface disturbance and will underlie an additional 304.6 acres.
The proposed renewal is located approximately 0.25 mile north of KY Route 1809’s junction with Goldens Creek Road and located 0.01 mile west of Davis Branch.
The operation is located on the Frakes U.S.G.S. 7 2 minute quadrangle map. The surface area to be affected is owned by David Gray, Tommy Gambrel, Carley Bennett and Girdner Properties, LLC., and will underlie land owned by David Gray, Tommy Gambrel, Carley Bennett and Girdner Properties, LLC.

In accordance with KRS 350.070, notice is hereby given that Monties Resources, LLC, 4184 S. Hwy 25W, Williamsburg, KY 40769 has applied for an amendment to an existing surface coal mining and reclamation operation located 4 miles south of Corbin in Whitley County. The amendment will add 7.97 acres of surface disturbance and will underlie an additional 7.63 acres making a total area of 205.67 acres within the amended permit boundary.
The proposed amendment area is approximately 0.4 miles south from Steel Hollow Road’s junction with Corn Creek Road and located 0.1 miles east of Corn Creek.
The proposed amendment is located on the Corbin and Rockholds U.S.G.S. 7 ½-minute quadrangle map. The surface area to be disturbed by the amendment is owned by Monties Resources, LLC. The amendment will underlie land owned by Monties Resources, LLC. The operation will use the contour and auger methods of surface mining. The operation will affect an area within 100 feet of Steel Hollow Road. The operation will not involve relocation or closure of the public road.

INVITATION TO LEASE OFFICE SPACE
The Finance and Administration Cabinet desires to lease approximately 2,079 square feet of office space with 11 reserved parking spaces to be located in Williamsburg.
Interested parties may submit proposals to lease existing properties and/or proposals to construct new facilities. The initial proposal must include the name, address, and telephone number of the property owner; the name, address, and telephone number of the property agent if applicable; the street address of existing properties; and the street address or a location description for sites offered for new construction. Any property selected for lease must meet OSHA specifications as well as ADA guidelines and all applicable building codes as enforced by the Division of Building Codes Enforcement. Notwithstanding the provisions of KRS 56.803, a preference may be provided to proposals offering properties that are capable of LEED certification. Additional information regarding participation requirements for lease projects will be provided to all respondents.

NOTICE OF BOND RELEASE
In accordance with the provisions of KRS 350.093, notice is hereby given that Davenport Coal Company, LLC, P. 0. Box 856, Jellico, TN 37762, has applied for a Phase I bond release of Permit No. 918-0401, which was last issued on 7/14/2010. This application covers an area of 25.3 acres located approximately three miles east of Lot in Whitley County.
The permit area is approximately 0.6 mile northeast of Lot-Mud Creek Road’s junction Doc Siler Road and located 0.1 mile south of Sulfur Spring Church. The latitude is 36° 36’ 32”, the longitude is 84° 02’ 01”.
The cash and surety bonds now in effect total $111,500.00, of which approximately 60 percent is requested to be included in this phase of bond release.
Reclamation work performed includes: As of August 20, 2010, the mine site has been backfilled to the approved post mining slope, and seeded and mulched according to the revegetation plan.
Written comments, objections, and requests for a public hearing must be submitted to the Cabinet at: Director, Division of Field Services, #2 Hudson Hollow, Frankfort, KY 40601, by November 28, 2011.
A public hearing has been scheduled for 9:00 a.m. on November 29, 2011, at the Middlesboro Regional Office, 1804 E. Cumberland Ave., Middlesboro, KY 40965. This hearing will be canceled if the Cabinet does not receive a request in writing for the public hearing by November 28, 2011.

Pursuant to Application Number 918-0432, Operator Change
In accordance with 405 KAR 8:010 notice is hereby given that Fraziernantz LLC., of 541 Blakes Fork Rd., Williamsburg, Ky. 40769 intends to revise permit number 918-0432 to add an operator. The operator presently approved in the permit is the permittee. The new operator will be Phipps Excavating, LLC., of 239 Ellen Lane Rd. Gray, Ky. 40734.
The operation is approximately 1.3 miles Southwest o1 Yaden in Whitley county. The operation is approximately 1.0 mile southwest from KY 904’s junction with Dal Road and located 0.1 mile west of the Cumberland on the Saxton U.S.G.S. 7 1/2 minute quadrangle map. The Latitude is 36-43-23 and the Longitude is 84-06-20.
The application has been filed for public inspection at the Division of Mining Reclamation and Enforcement Middlesboro Regional Office, 1804 E. Cumberland Ave, Middlesboro, KY 40965. BLASTING SCHEDULE
This is notice that Denali Energy Group LLC, 121 Prosperous Place, Suite 13-B, Lexington, KY 40509 Phone Number (859) 270-2214, Permit #918-0431 and Permit # 918-0430 will be blasting at their mine site located 0.2 miles north of KY 1064’s junction with Poynter Road in Whitley County. Blasting will be done daily. No blasting will be conducted before sunrise or after sunset. At least 10 minutes before the blast, Company personnel will control access to the area. Before each blast is detonated the following type(s) of audible warning will be given: WARNING SIGNAL – A one-(1) minute series of long blasts of a siren, five (5) minutes prior to the blast signal. BLAST SIGNAL – A series of short blasts of a siren, one (1) minute prior to the shot. The all-clear signal(s) after blasting will be: A prolonged blast of a siren, following the inspection of the blast area. Blasting will not be conducted at times different from those given above except in emergency situations where rain, lightning, other atmospheric conditions, or operator or public safety requires unscheduled detonation. Prior to these detonations, the following audible warning will be given: . A one-(1) minute series of long blasts of a siren, five (5) minutes prior to the blast signal. BLAST SIGNAL – A series of short blasts of a siren, one (1) minute prior to the shot. The all-clear signal(s) after blasting will be: A prolonged blast of a siren, following the inspection of the blast area Also prior to detonations in emergency situations the permittee, using audible signals, shall notify all persons within one?half (1/2) mile of the blasting site. All roads leading to or located within 1000’ feet of the blast area will be blocked by flagman a minimum of 1000’ feet from the blast prior to detonation and remain closed until the all clear is given.
