INTENTION TO MINE

In accordance with KRS 350.055, notice is hereby given that Blue Gem, Inc. 1009 Lark St. suite 1A, Johnson City, TN. 37604 has applied for a permit for a surface coal mining and reclamation operation located in the Mountain Ash Community in Whitley County. The proposed operation will add 33.75 acres of surface disturbance and will underlie an additional 47.3 acres making a total area of 81.05 acres within the permit boundary.
The proposed operation is located approximately 0.6 miles east from 25w’s junction with Mountian Ash Road and located 0.63miles east of the Clear Creek. The latitude is 36° 39’ 16.07” and the Longitude is 84° 07’ 19.37”.
The proposed operation is located on the Williamsburg/Saxton U.S.G.S. 7 1/2 minute topographical quadrangle maps. The operation will use the surface coutour method as well as auger methods of surface mining. The surface and underground area is owned by Don Jones.
The application has been filed for public inspection at the Department for Surface Mining Reclamation and Enforcement’s Middlesboro Regional Office, 1804 East Cumberland Ave Middlesboro, KY 40965

Notice of Blasting Schedule
Alden Resources, LLC, 332 W. Cumberland Parkway, Corbin, KY 40701, phone number (606)523-9760, gives notice that blasting operations will be conducted on its coal mine permit number 918-0447, covering 186.06 acres owned by David Boyd, Dee Woods Heirs, William and Edna Hill, Ray and Geneva Hill, Doris Vanover, Verlon Johnson, Georgie Terell, Samuel McFarland, Charles Paul, Ella Baker Heirs, Janice Hamm and Wilma Corbin.
The proposed operation is located approximately 0.5 miles north of Perkins, Kentucky. The proposed operation is approximately 0.80 miles east of the Maple Creek Road junction with Brown Creek Road and located 3.9 miles north of the mouth of Maple Creek. The latitude is N36°47’21”. The longitude is W84°03’25”.
Blasting operations are projected to commence January 2013. Blasting will be conducted between sunrise and sunset except in emergency situations. Emergency situations include, but are not limited to, lightning, the imminent threat of lightning, or other circumstances that require unscheduled detonation for the safety of the public or miners.
Signs or barriers identify entry points to the blast area. A representative or representatives of the permittee will monitor the access point(s) and prevent entry of unauthorized persons during the blast.
The pre-blast warning signal will be a one (1) minute series of long blasts five (5) minutes prior to the blast signal. The final blast warning signal will be a series of short blasts one (1) minute prior to the detonation. The all clear signal will be a prolonged blast following the inspection of the blast area.

The Whitley County Schools’ Local Planning Committee will conduct a PUBLIC FORUM on Tuesday January 29, 2013 at 5:30 PM EST at the Whitley Co. Board of Education Offices, 300 Main Street, Williamsburg, Kentucky 40769. This meeting is an informal gathering to encourage local participation through community suggestions relative to future utilization of existing school facilities and construction of new school facilities. These community suggestions or recommendations will be closely monitored by the Local Planning Committee in the development of a proposed District Facility Plan for the Whitley County Schools. The Local Planning Committee will meet prior to the Public Forum at 4 PM.

NOTICE OF PUBLIC HEARING
Notice is hereby given that the Planning & Zoning Commission of the City of Williamsburg will hold a public hearing on Tuesday, January 29, 2013 from 4:00 pm to 7:00 pm at the Williamsburg City Hall, 423 Main Street, Williamsburg, Kentucky for the discussion of the newly updated (20 Year) Comprehensive Plan. Included in this 20 year plan may be any zoning changing and/or map amendments.
