BLASTING SCHEDULE
This is notice that Blue Gem Mining Inc., 1009 Lark Street Suite 1A, Johnson City, Tn. 37605,.Phone Number (812) 786-4465, Permit #918-0460 will be blasting at their mine site located 0.41 miles Northwest of KY 92’s junction with Whetsone Road in Whitley County. Blasting will be done daily. No blasting will be conducted before sunrise or after sunset. At least 10 minutes before the blast, Company personnel will control access to the area. Before each blast is detonated the following type(s) of audible warning will be given: WARNING SIGNAL – A one-(1) minute series of long blasts of a siren, five (5) minutes prior to the blast signal. BLAST SIGNAL – A series of short blasts of a siren, one (1) minute prior to the shot. The all-clear signal(s) after blasting will be: A prolonged blast of a siren, following the inspection of the blast area. Blasting will not be conducted at times different from those given above except in emergency situations where rain, lightning, other atmospheric conditions, or operator or public safety requires unscheduled detonation. All roads leading to or located within 1000’ feet of the blast area will be blocked by flagman a minimum of 1000’ feet from the blast prior to detonation and remain closed until the all clear is given.
NOTICE OF INTENTION TO MINE
Pursuant to Application Number 918-0467 Transfer
In accordance with 405 KAR 8:010, notice is hereby given that Mountainside Coal Co., Inc., 7692 S. Hwy 25W, Williamsburg, KY 40769, intends to transfer permit number 918-0429 to Mountainside Coal Co., Inc., 7692 S. Hwy 25W, Williamsburg, KY 40769. The new permit number will be 918-0467. The surface coal mining and reclamation operation is located approximately 2.5 miles northwest of the community of Jellico Creek in McCreary and Whitley Counties. The operation disturbs 281.49 surface acres and an additional 115.93 acres will underlie the permit area. The total permit boundary is 397.42 acres. No new acreage is affected by this transfer.
The operation is approximately 0.15 miles northeast and 0.15 miles south of KY Route 1673’s junction with KY Route 92, and is located 0.1 miles south and 0..1 miles north of Pleasant Run of Jellico Creek. The operation is located on the Hollyhill U.S.G.S. 7 ½ minute quadrangle map. The operation will use the contour and auger methods of surface mining. The surface and underlying area to be disturbed is owned by George and Daisy Caddell, Bobby & Freda Mayes, Donnie Patrick, Donald B. Patrick, Ronnie Patrick, Thomas and Inez Troxell, Paul and Delores Rowe, Keith Rowe, and White lumber Sales, LLC. The operation will affect an area within 100 feet of KY Route 1673, but will not involve relocation of the public road.
The application has been filed for public inspection at the Department for Surface Mining Reclamation and Enforcement’s Middlesboro Regional Office, 1804 E. Cumberland Avenue, Middlesboro, KY 40695. Written comments, objections or requests for a permit conference must be filed with the Director, Division of Permits #2 Hudson Hollow, US 127 South, Frankfort, KY 40601. All comments or objections must be received within fifteen (15) days of today’s date.
NOTICE OF INTENTION TO MINE
Pursuant to Application Number 918-0465 Transfer
In accordance with 405 KAR 8:010, notice is hereby given that Mountainside Coal Co., Inc., 7692 S. Hwy 25W, Williamsburg, KY 40769, intends to transfer permit number 918-0422 to Mountainside Coal Co., Inc., 7692 S. Hwy 25W, Williamsburg, KY 40769. The new permit number will be 918-0465. The surface coal mining and reclamation operation is located approximately 1.5 miles northeast of the community of Siler in Whitley County. The operation disturbs 412.9 surface acres and an additional 201.1 acres will underlie the permit, for a total of 614.0 acres. No new acreage is affected by this transfer.
The operation is approximately 2.0 miles northeast of Harpes Creek Roads intersection with KY Route 92 and is located approximately 1600 feet north of Harpes Creek. The operation is located on the Frakes U.S.G.S. 7 ½ minute quadrangle map. The operation will use the contour and auger methods of surface mining. The surface and underlying area to be disturbed is owned by WPP, LLC, TKY Acquisition, LLC, and Ed B. Jones. A portion of the minerals is owned by Begley Properties, LLC. The operation will not affect an area within 100 feet of a public road and no public road closures will be necessary.

NOTICE OF INTENTION TO MINE

In accordance with 405 KAR 8:010, notice is hereby given that Mountainside Coal Co., Inc., 7692 S. Hwy 25W, Williamsburg, KY 40769, intends to transfer permit number 918-0423 to Mountainside Coal Co., Inc., 7692 S. Hwy 25W, Williamsburg, KY 40769. The new permit number will be 918-0466. The surface coal mining and reclamation operation is located approximately 2.5 miles south of Pearl, Kentucky in Whitley County. The operation disturbs 273.9 surface acres and will underlie an additional 265.10 acres the permit area. The total permit boundary is 499.10 acres. No new acreage is affected by this transfer.
The operation is approximately 2.5 miles south of Pearl Kentucky on route 190. The surface mine entrance will be located off of Tiny Branch Spur approximately ¾ of a mile from the intersection of Tiny Branch and Highway 190. The latitude is 36°36’27” and the longitude is 83°56’30”.
The proposed permit is located on the Eagan U.S.G.S. 7 ½ minute quadrangle map. The operation will use the combination of surface and auger mining. The property owners affected by the surface and auger mining proposed in this permit are Lynn Hamblin, Norma Lowe, Dallas Shackleford, Lambdin Heirs and Mountain River Farms, LLC.
The operation will affect an area within 100 feet of public roads 1210, Tiny Branch Spur and 1213 General Lowe. The operation will involve closure of the public roads for a period of one month or longer as necessary to make improvements to the roads.

Hwy 25W, Williamsburg, KY 40769, intends to transfer permit number 918-0412 to Mountainside Coal Co., Inc., 7692 S. Hwy 25W, Williamsburg, KY 40769. The new permit number will be 918-0464. The surface coal mining and reclamation operation is located approximately 1.5 miles northwest of Frakes in Whitley County. The operation disturbs 195.2 acres. No new acreage is affected by this transfer.
The operation is approximately 0.45 miles northeast of State Route 1595’s junction with Mud Creek Road and is located 0.25 miles northwest of Pine Mountain. The operation is located on the Frakes U.S.G.S. 7 ½ minute quadrangle map. The operation will use the contour and auger methods of surface mining. The surface and underlying area to be disturbed is owned by Tommy Stewart, Charlisa Stewart, Tommy Gambrel, Ether Gambrel, and TKY Acquisition, LLC.
