NOTICE OF BOND RELEASE
In accordance with KRS 350.093, notice is hereby given that Mountainside Coal Co., Inc., 7692 S. HWY 25W, Williamsburg, KY 40769 has applied for a Phases I Bond Release on Increments 4, 6, 7, 8 and 10 of Permit Number 918-0466. The application covers an area of Approximately 499.1 acres of surface area located approximately 2.5 miles South of Pearl, KY and 1 mile south of the confluence of Wheeler Creek and Tiny Branch in Whitley County. The permit area is approximately .5 miles west of the intersection of Hwy. 190 and Tiny Branch Spur. The latitude is 36° 36’ 27”. The longitude is 83° 56’ 30”.
The bonds now in effect are: Increment 4 – Letter of credit in the amount of $5,000.00 and The Kentucky Bond Pool (KRGF) in the amount of $10,000.00, Increment 6 – Two Letters of Credit in the amount of $15,850.00 and the Kentucky Bond Pool in the amount of $55,300. Increment 7 – Two Letters of Credit in the amount of $21,800.00 and the Kentucky Bond Pool in the amount of $115,250.00, Increment 8 – Letter of Credit $154,900.00 and Increment 10 – Letter of Credit in the amount of $174,800.00 and $3,700.00 Cash Bond.
Reclamation work performed includes: Backfilling, grading, fertilizing, seeding and mulching.
Written comments, objections or requests for a public or informal conference must be filed with the Director, Division of Field Services, 300 Sower Blvd., Frankfort, KY 40601, by December 27, 2016
A public hearing on the application has been scheduled for December 28, 2016 at 10 a.m. at the Department for Surface Mining Reclamation and Enforcement’s Middlesboro Regional Office, 1804 East Cumberland Avenue, Middlesboro, KY 40965-1229. The hearing will be cancelled if no request for hearing or informal conference is received by: December 27, 2016.

Charter’s (formerly Time Warner Cable) agreements with programmers and broadcasters to carry their services and stations routinely expire from time to time. We are usually able to obtain renewals or extensions of such agreements, but in order to comply with applicable regulations, we must inform you when an agreement is about to expire. The following agreements are due to expire soon, and we may be required to cease carriage of one or more of these services or stations in the near future: WPSD D2 Antenna TV, Youtoo, RFD, Pivot, ShopHQ/EVINE Live, POP/TVGN, Music Choice (channels 901-950), Outdoor Channel (SD & HD), Weather Channel (SD & HD).
In addition, from time to time we make certain changes in the services that we offer in order to better serve our customers. The following changes are planned:
Charter is moving towards a higher-quality, digital-only experience to provide better picture and sound, more HD channels and more On Demand choices. Delivering channels in digital format is one way we continue to improve the quality of our service. Effective on or after November 10, 2016 in Williamsburg/Corbin/Knox, Middlesboro, Liberty and Somerset/Pulaski Co., and November 29th in Dyer/Gibson, Beaver Dam, Madisonville, Hopkinsville, Brownsville/Ripley, Tiptonville, Fulton/S. Fulton, Benton/Calvert City, Mayfield and Murray, the following channels will be offered exclusively in a digital format:

This change will require digital equipment in order to view these channels on all television sets. This change will not impact TVs connected to a digital set top box, retail CableCard device or digital TVs equipped with a QAM tuner. TVs with built-in digital cable tuners (QAM or ClearQAM) will continue to be able to view Starter TV programming available without additional equipment needed on the QAM channel numbers listed for EWTN, EVINE Live, TBN, INSP, QVC and Jewelry TV.
WGN America may be repositioned from Starter TV to Standard TV.

PUBLIC NOTICE
Second Reading of a proposed Ordinance amending the Whitley County Budget for Fiscal Year 2016-2017, to include unanticipated receipts increasing/decreasing from various Funds in the amount of $188,159.00 and increasing/decreasing expenditures in various Funds in the amount of $188,159.00 will be held on 11/15/16 at 6:00 PM in the Whitley County Fiscal Court Room during a Special Meeting. A copy of the proposed Ordinance with full text is available for public inspection at the Office of the County Judge Executive during normal business hours.

Sealed Bids for the following surplus property will be received by the Whitley County Fiscal Court. This BID can be for specified individual items, must identify which item is being bid will be accepted.

Person(s) or Agency must submit their mailed bids or submit them to the Whitley County Judge Executive at the Whitley County Courthouse, P.O. Box 237, Williamsburg, Kentucky, on or before 2:00 p.m. local time on November 14, 2016 at which time bids will be opened and read aloud. Bids will then be presented to the Fiscal Court at the regular scheduled meeting at 6:00 p.m. on November 15, 2016. All bids shall be marked “SURPLUS PROPERTY” on front of envelope.
The surplus property is available for inspection located at Whitley County Road Department, Prewitt Bend RD, Williamsburg, KY 40769 and can be viewed during 8:00 AM and 3:30 PM, Monday through Thursday.
Payment from the recipient(s) awarded the Bid shall be made with the County Treasurer. Removal of the vehicles/equipment shall be the responsibility of the recipient of the BID and shall have until 3:30 PM on November 21, 2016 to remove all vehicles or equipment.
Conflicts of interest, gratuities and kickbacks are defined in KRS 45A.445 and as provided for in KRS 45A.445 are absolutely prohibited.
No bidder may withdraw his/her bid for 60 days after the date the bids are opened. Any bid received after the time specified shall not be considered and will be returned unopened to the bidder.
