Corbin man indicted for raping, sodomizing 13-year-old
A man indicted Friday for allegedly raping and sodomizing a 13-year-old victim has been ordered to undergo psychiatric evaluation.
Kevin Lee Doan, 28, was arrested Feb. 22 on a warrant sworn out by Kentucky State Police Trooper Dallas Eubanks. Doan is lodged in the Knox County Detention Center on a $50,000 cash bond.
In an arrest warrant, Eubanks said Doan engaged in "sexual intercourse with another by forcible compulsion between Dec. 23, 2008 and Feb. 4, 2009.
The sodomy indictment stems from incidents occurring in January through February 2009 when he allegedly engaged in deviate sexual intercourse with the victim.
The crimes allegedly occurred at the residence of the victim’s mother.
According to an order signed Monday by Knox Circuit Judge Gregory Lay, Doan was ordered to undergo examination and treatment at the Kentucky Correctional Psychiatric Center (KCPC) for up to 60 days, during which time a psychiatrist will be appointed to examine, treat, and report on Doan’s mental condition.
The order specifies that Doan be examined to see if he meets the criteria of "incompetency to stand trial" and whether there is probability that he will attain competency in the foreseeable future, as well as what type o treatment is recommended.
In addition to a report on his sanity, the examination is also to determine if Doan meets the criteria of "insanity."
Under the provisions of the order, KCPC is authorized to administer medication to Doan, with or without his consent.
Doan is due back in court May 22 for a pretrial conference.
In another sex-related indictment, Mark Herbert Mills, 45, of Flat Lick, is charged with first-degree sexual abuse for allegedly subjecting a victim less than 12 years of age to sexual contact. The incident allegedly took place in February 2007. He is set to be arraigned Friday in Knox Circuit Court.
