Corbin City Commission repeals 2013 orders freezing salaries for Corbin Police Department

The Corbin City Commission unanimously repealed two municipal orders from 2013, which froze the salaries of Corbin police officers, during its monthly meeting on Monday.

The orders passed in 2013 froze salaries of officers to halt what was called a “budgetary mistake” in 2011 that led to automatic raises with no prior review.

The 2013 orders froze the rates so that the automatic raises no longer occurred.

The two new municipal orders passed by the commission keep the rates stagnant, but now allow for increases with the approval of the commissioners.

The first municipal order passed Monday, Municipal Order 2021-1, freezes the salaries of officers at every rank, but allows a 2 percent pay increase for each five years of service unless salary increases are approved by the commissioners.

The second municipal order passed, Municipal Order 2021-2, sets the starting wage of all patrolmen at $12.75.

Once patrolmen complete field training they will receive a $0.50 per hour raise, and another $0.50 per hour raise will be applied upon graduation from the police academy.

The order also includes a pay scale for patrolmen up to five years: one year of service – $14.25; two years of service – $14.75; three years of service – $15.25; four years of service – $15.75; and five years of service – $16.25.

The city commission also unanimously approved the following:

• Ratification of the mayor’s signature on the Kentucky Department of Agriculture grant for Furever Friends Spay/Neuter Program;
• Approval and authorization to advertise for bids for a pumper truck in the fire department;
• Approval and authorization to advertise for bids for 95-gallon garbage cans to provide to each residential home in Corbin City limits;
• Approval and authorization to advertise for bids for two pickle ball courts at the McBurney Center;
• The first reading of an ordinance which sets the regulatory license fee for the sale of alcoholic beverages in the city for the 2021-2022 fiscal year. The fees in the ordinance were set at 7 percent of gross sales of all alcoholic beverages sold by drink, 5 percent of the gross sales of retail sales of package distilled spirits and wine, and 4 percent on gross retail sales of package malt beverages. These are the same rates as the current license fee.
• The retirement of City Clerk Roberta Webb. Her retirement will be effective July 31.
• The appointment of Tori Mouser as city clerk effective Aug. 1.
• The closing of Main Street in Corbin for NIBROC.
