ORDINANCE NO. 2023-8
AN ORDINANCE OF THE CITY OF CORBIN, KENTUCKY, ESTABLISHING A NO PARKING ZONE ON A PORTION OF ROY KIDD AVENUE BETWEEN THE INTERSECTION OF ROY KIDD AVENUE AND HAMLIN STREET AND THE INTERSECTION OF ROY KIDD AVENUE AND FORD STREET ON BOTH SIDES OF ROY KIDD AVENUE, AND SETTING FINE, JURISDICTION AND VENUE FOR VIOLATION OF THIS ORDINANCE.

BE IT ORDAINED by the Board of Commissioners of the City of Corbin, Kentucky, as follows:
SECTION 1. There is hereby established a no parking zone and there shall be no parking of motor vehicles or any other items on a portion of Roy Kidd Avenue between the intersection of Roy Kidd Avenue and Hamlin Street and the intersection of Roy Kidd Avenue and Ford Street, on both sides of Roy Kidd Avenue, and the City Manager shall cause the proper signage and markings to be placed at the above described location.
SECTION 2. Any person in violation of this Ordinance shall be fined according to the existing City Ordinances relating to vehicular violations and/or Commonwealth of Kentucky vehicular regulations and laws.
SECTION 3. Knox District Court shall have venue and jurisdiction to adjudicate all violations of this Ordinance.
SECTION 4. All Ordinances or portions of Ordinances in conflict with this Ordinance are hereby repealed.
SECTION 5. This Ordinance shall take effect upon due passage and legal advertisement.

ORDINANCE NO. 2023-9
AN ORDINANCE OF THE CITY OF CORBIN, KENTUCKY, SETTING FORTH CERTAIN ITEMS AS PROHIBITED AT THE CORBIN ARENA AND SETTING FORTH CERTAIN SECURITY REQUIREMENTS AT THE CORBIN ARENA; INCORPORATING BY REFERENCE CITY OF CORBIN, KENTUCKY ORDINANCE NO. 9-96 AND KRS 244.125 INTO THIS ORDINANCE; AND SETTING FORTH PENALTIES FOR VIOLATION OF THIS ORDINANCE.

BE IT ORDAINED by the Board of Commissioners of the City of Corbin, Kentucky, as follows:
SECTION 1. At the Corbin Arena, no person shall carry or be in possession of any weapons of any kind, including but not limited to: firearms (authentic or replicated, including toys), knives or blades of any length, metal nail files, chains longer than 6 inches not made of precious metals (i.e. platinum, gold or sterling silver), clubs or extendable batons, any type of chemical irritant spray, stun guns or tasers, spiked or studded jewelry, brass knuckle or any other item that could likely be used as a weapon or may cause injury if thrown or used improperly.
SECTION 2. The provisions of City of Corbin, Kentucky Ordinance No. 9-96 and KRS 244.125 are hereby incorporated in this Ordinance by reference as if fully set forth herein.
SECTION 3. At the Corbin Arena, no person shall carry or be in possession of the following items:
- Purses, bags, or containers larger than a small clutch bag including but not limited to: backpacks, binocular cases, briefcases, camera bags, cinch bags, computer bags, coolers, diaper bags, fanny packs, and luggage of any kind.
- Professional cameras or any camera with detachable lenses
- Audio or video recording devices, Go Pros, laptops, or selfie sticks.
- Non-prescription drugs or drug paraphernalia.
- Vapes or e-cigarettes.
- Outside food or drinks.
- Animals except for certified service animals.
- Laser pointers, bullhorns, noise makers, or fireworks.
- Beach balls, frisbees, hoverboards, skateboards, roller blades, balloons, or confetti.
- Stools, folding chairs, or seat cushions.
- Banners or posters.
- Strollers or car seats.
- Umbrellas.
SECTION 4. At the Corbin Arena, all patrons shall be required to walk through a metal detector when entering the Corbin Arena facility.
SECTION 5. At the Corbin Arena, patrons may carry or be in possession of personal items in a clear tote (max 12” X 12”) or a small clutch purse (max 8.5” x 5.5”) in the approximate size of a human hand.
SECTION 6. At the Corbin Arena, all bags of any kind are subject to security search.
SECTION 7. The Corbin Arena is a tobacco and nicotine free facility and no person shall use same in the facility.
SECTION 8. At the Corbin Arena, no person shall be allowed re-entry into the facility after entering same.
SECTION 9. The provisions of this Ordinance shall not apply to officers of the Corbin Police Department and other authorized law enforcement officers.
SECTION 10. Any person in violation of this Ordinance shall be denied entrance and/or be ordered to leave the Corbin Arena facility and premises. Further, any firearm possessed by a person at the Corbin Arena, in violation of KRS 244.125, shall be subject to forfeiture and shall be disposed of pursuant to KRS 237.090.
SECTION 11. All Ordinances or portions of Ordinances in conflict with this Ordinance are hereby repealed.
SECTION 12. This Ordinance shall take effect upon due passage and legal advertisement.
