Notice of Intention to Mine

Pursuant to Application Number 918-0435 Major Revision #2

In accordance with KRS 350.070, notice is hereby given that Alden Resources LLC; 332 W. Cumberland Gap Pkwy., Suite 100; Corbin, Kentucky 40701 has applied for a major revision to an existing surface coal mining and reclamation operation located approximately 0.5 miles south west of Hamblin Hollow Road’s intersection with Poplar Creek Road, and approximately 2.5 miles north east of the community of Verne, in Whitley County, Kentucky. The major revision will not add any surface disturbance acreage or underground acreage to the permit area.

The proposed major revision is located on the Saxton U.S.G.S. 7½ minute quadrangle map. The operation will use the Contour and Auger methods of mining. The surface area to be affected by the major revision is owned by Nancy Monhollen, Billy Hall, Adam Hill, Kenneth Monhollen, Katherine Monhollen, Fay Wilson, Emile Patry, Nancy Patry, Diana Horn, and Karen Hamblin. The operation will affect an area within 100 feet of Hamblin Hollow road and Randle Cemetery road. The operation will not involve relocation and/or closure of a public road.

The major revision proposes a land use change to Pastureland from Fish and Wildlife.

The Major Revision application has been filed for public inspection at the Department for Surface Mining Reclamation and Enforcement’s Middlesboro Regional Office; 1804 East Cumberland Avenue; Middlesboro, Kentucky 40965-1229. Written comments, objections, or requests for a permit conference must be filed with the Director; Division of Permits; 300 Sower Boulevard, 2nd Floor Frankfort, Kentucky 40601.

NOTICE OF INTENTION TO MINE

Pursuant to Application Number 918-0498, Transfer

In accordance with 405 KAR 8:010 notice is hereby given that Alden Resources LLC 332 West Cumberland Gap Parkway, Suite 100, Corbin, Kentucky 40701 intends to transfer permit number 918-0444 to Clay Laurel Mining, Inc. PO Box 25 Avawam, Kentucky 41713. The new permit number will be permit number 918-0498. The operation disturbs 72.7 surface acres. No new acreage is affected by the transfer.

The operation is located 2.0 miles southeast of Siler in Whitley County. The operation is approximately 0.57 miles east from KY 92’s junction with Limestone Branch Road and located 0.37 mile south of Poplar Creek on Little Round Mountain. The operation is located on the Frakes U.S.G.S. 7½ minute quadrangle map.

The application has been filed for public inspection at the Department for Surface Mining Reclamation and Enforcement’s Middlesboro Regional Office, 1804 East Cumberland Avenue, Middlesboro, Kentucky 40965-1229. Written comments or objections must be filed with the Director, Division of Mine Permits, 300 Sower Boulevard, Frankfort, Kentucky 40601. All comments or objections must be received within fifteen (15) days of today’s date.

NOTICE OF INTENTION TO MINE

Pursuant to Application Number 918-0493

In accordance with KRS 350.055, notice is hereby given that JRL Coal, Inc., 966 Highway 990; Coalgood, KY 40818 has applied for a permit for a surface coal mining and reclamation operation affecting 310.98 acres located 2.1 miles Northwest of Jellico, Tennessee in Whitley County.

The proposed operation is approximately 0.9 miles Northwest from US 25W junction with Kensee Hollow Road and located on Adams Branch. The Latitude is 36° 36’ 57”. The Longitude is 84° 08’ 18”.

The proposed operation is located on the Jellico West and Williamsburg U.S.G.S. 7 ½ minute quadrangle maps. The operation will use the contour and auger/highwall miner method of surface mining. The surface area is owned by Shirley Davenport and Lorhen Martin.

The application has been filed for public inspection at the Department for Surface Mining Reclamation and Enforcement’s Middlesboro Regional Office, 1804 East Cumberland Avenue; Middlesboro, KY 40965. Written comments, objections, or requests for a permit conference must be filed with the Director, Division of Permits, 300 Sower Boulevard, Frankfort, Kentucky 40601.

LEGAL NOTICE

The Whitley County Public Library, established under KRS 173.720, provides library services to citizens in Whitley County, Kentucky. In accordance with Chapters 65 and 424 of the Kentucky Revised Statutes, the financial records of the Whitley County Public Library District for the Period of July 1, 2016 through June 30, 2017 may be inspected at the Whitley County Public Library, 285 S 3rd St, Williamsburg, Kentucky during administrative office hours: Monday through Friday 9 a.m. – 5 p.m. Inquiries should be made to the library director.

PUBLIC NOTICE

A Petition to Close a County Road has been presented to the Whitley County Fiscal Court concerning an Unknown Road in the Whetstone Community. Pursuant to KRS 178.050, the hearing for this road closure, open to all interested parties, is scheduled to convene on September 19, 2017 at 6:00 p.m. during the regular scheduled court meeting. A written report from the two Viewers and the Road Department Supervisor will be presented at the meeting. A review of the map pertaining to the road closure is available for viewing at the Whitley County Judge Executive’s office during regular business hours.
