NOTICE OF INTENTION TO MINE
Pursuant to Application Number 918-5194 Original
In accordance with KRS 350.055, notice is hereby given that Alden Resources LLC, 332 W Cumberland Gap Pkwy., Ste. 100, Corbin, KY, 40701 has applied for a permit for an underground coal mining operation located 1 mile southeast of Gatliff in Whitley County. The proposed operation will disturb 16.90 surface acres and will underlie 990.30 acres, and the total area within the permit boundary will be 1007.20 acres.
The proposed area is approximately 1.5 miles southeast from the Gatliff Road junction with KY 904 and located 0.01 miles south of Bennett’s Branch.
The proposed area is located on the Saxton U.S.G.S 7 ½ minute quadrangle map. The surface area to be disturbed is owned by Penn Virginia Operating Co., LLC. The operation will underlie land owned by Penn Virginia Operating Co., LLC. The operation will affect an area within 100 feet of a public road KY 904. The operation will not involve relocation of the public road.
The application has been filed for public inspection at the Department for Surface Mining Reclamation and Enforcement’s Middlesboro Regional Office, 1804 E. Cumberland Ave., Middlesboro, Kentucky 40965-1229. Written comments, objections or requests for a permit conference must be filed with the Director of the Division of Permits, 6th Floor, Capital Plaza Tower, Frankfort, Kentucky 40601.
NOTICE OF BOND RELEASE
In accordance with KRS 350.093, notice is hereby given that Denali Energy Group, LLC 121 Prosperous Place Suite 13-B Lexington KY 40509 has applied for a Phase I Bond Release on Permit Number 918-0430 which was last issued on June 2012. The application covers an area of approximately 44.43 acres located 1.20 miles north of Louden in Whitley County.
The proposed area is approximately 0.2 miles north from KY 1064’s junction with Poynter Road and located 0.5 miles east of Whetstone Creek. The Latitude is 36°46’08”and the Longitude is 84°02’20” and is located on the Rockholds U.S.G.S. 7 ½-minute quadrangle map.
The bond now in effect for increments 1,2,3 and 4 is a total of $87,600 which is cash bond, Approximately 60% of the original bond amount of $87,600 is included in the application for release.
Reclamation work performed includes: Backfilling, grading, fertilizing, seeding, and mulching was completed in January of 2009.
Written comments, objections, and requests for a public hearing or informal conference must be filed with the Director, Division of Field Services, #2 Hudson Hollow, Frankfort, Kentucky 40601, by February 1st 2013 @ 9:18am.
A public hearing on the application has been scheduled for February 4th 2013@ 9:00am at the Department for Surface Mining Reclamation and Enforcement’s Middlesboro Regional Office, Regional State Office Building, 1804 E Cumberland, Middlesboro, KY 40906. The hearing will be canceled if no request for a hearing or informal conference is received by February 1st 2013 @ 9:18 a.m.
ADVERTISEMENT FOR REQUEST FOR PROPOSAL
The Whitley County Board of Education will be receiving responses to Request for Proposal of companies interested in providing a Guaranteed Energy Savings Program per KRS 45A.352.
Responses will be due February 1st, 2:00 PM local time, at the Whitley County Schools Central Office, 300 Main Street, Williamsburg, KY 40769.

Sealed construction proposals for the Emergency Hangar Door Replacement project at the Williamsburg-Whitley County Airport, Williamsburg, KY will be received by the Williamsburg-Whitley County Airport Board at the Williamsburg-Whitley County Airport Terminal, 1000 Aviation Blvd., Williamsburg, KY 40769, at 2:00 PM local time on Wednesday, January 9, 2013. Bids which are delivered in advance by any means shall be delivered to: Williamsburg-Whitley County Airport Board, 1000 Aviation Blvd., Williamsburg, KY 40769, Attention: Mr. Keith Brashear.
The bid package shall be clearly labeled:

Project Description:
The project consists of the furnishing and complete installation ready for operation of a new 80’ x 20’ Bi-Fold Aircraft Hangar door including all electrical work, attachment to existing hangar structure, and all switches and safety devices required for proper operation.
Contract documents may be obtained from Richard C. Rinks & Associates, Inc., 30 North Jefferson Avenue, Cookeville, Tennessee 38501, telephone 931-528-5543, at a non-refundable cost of $50.00 per set. No Plans or Project Manuals will be issued to contractors later than twenty-four (24) hours prior to time indicated above for receiving bids.

Each proposal must be accompanied by a Bidders Bond on the form contained in the Proposal Book from a surety company acceptable to the Williamsburg-Whitley County Airport Board or a cashier’s check or certified check made payable to the Williamsburg-Whitley County Airport
Board for not less than five percent (5%) of the total amount of the bid. A 100% Contract Bond will be required of the successful Contractor.
Liquidated Damages, for delay in contract completion, shall be as stated in the Proposal. No bids will be considered unless the bidder, whether resident or non-resident of Kentucky, is properly qualified to submit a proposal for this construction in accordance with all applicable laws of the Commonwealth of Kentucky. The proposal, which shall be enclosed in a sealed envelope, shall be clearly labeled on the outside of the envelope with the name of the project, contractor’s name and address, and the date and time of the Bid Opening (so as to guard against premature opening of any bid). Failure to show these items on the outside of the envelope will result in the bid being returned to the Bidder unopened.
Withdrawal of Bid: Any Bidder, upon his and his authorized representative’s written request, will be given permission to withdraw his proposal not later than the time set for opening thereto. At the time of opening of proposals, provided written request has been submitted prior to the time
of the opening, when such proposal is reached it will be returned to the Bidder unopened. Unless contrary to the laws of the Commonwealth of Kentucky, no Bidder may withdraw a bid submitted for a period of sixty (60) days after actual bid opening without Owner’s consent.
Award will be made to the lowest responsible qualified Bidder, if awarded.
Important Notice to Bidders: Bidders may call Mr. Paul Steely (Cell 606-521-3624) to arrange a site visit to observe the proposed new hangar door location at the airport.
