In accordance with KRS 350.070 notice is hereby given that Alden Resources LLC 332 West Cumberland Gap Parkway, Suite 100, Corbin, Kentucky 40701 has applied for a permit for an amendment to an existing permit for a surface, auger/highwall coal mining and reclamation operation. The amendment will add 80.23 surface acres and 90.65 Auger/HWM acres affecting 503.56 acres located 5.25 miles east of Rockholds in Whitley & Knox Counties.
The proposed amendment area is approximately 5.25 miles east of Rockholds in Whitley & Knox County Kentucky, and is approximately 0.64 miles east of KY 1064 junction with Terrell Hollow Road.
The proposed amendment is located on the Rockholds, KY 7½ minute quadrangle map. The amendment area will use a combination of contour, and auger/highwall miner methods of surface mining. The surface mining area to be disturbed by the amendment is owned by Freda Mae Brock, Garry Jr. & Amber Inman, Vickie Sams, George Williams & Judy Burns, Brian Elliott, Rita Singleton, & Ella McCreary, Harold Grant, Jerry McKinley, Gary Grant, Ray Decker, Arthur Foley, Verna Decker, and Kristina Hensley.

In accordance with KRS 350.055 notice is hereby given that EN Enterprises, LLC 121 Vermillion Ave Whitesburg, KY 41858 has applied for renewal of a permit to an existing surface coal mining and reclamation operation located 1.0 miles south of Duckrun in Whitley County. The operation will disturb 105.57 surface acres and will underlie 0.0 acres, and the total area within the permit boundary will be 105.57 acres.
The existing operation is approximately 0.5 miles east from the intersection of KY 1673 and Kidd Road and located 0.5 miles west of Jacks Creek.
The operation is located on the Hollyhill U.S.G.S. 7-1/2 minute quadrangle map. The surface area is owned by Paul Wilburn.

My family used to like to tell the story of when I was about two, and my dad threw me off the end of a dock to teach me to swim. Apparently, there were a lot of relatives that stood by watching to see what would happen next. I’m confident there was also alcohol and wagering involved. Obviously, I survived. Not because I suddenly learned how to swim. My dad fished me out. The crowd cheered. That was enough for me to want to do it again. As cute as everyone thought this summer exercise, I can attest that is not the most effective method to drown-proof your child. I can also hear the echoes of voices saying, “That’s how I learned. Sink or swim.”
The problem is kids don’t float without some help. They drown. In fact, drowning is a leading cause of death in children. Every year, about eight percent of Kentucky’s unintentional injury deaths in children are from drowning. Ten Kentucky kids died in 2020 and nine in 2021. We can all agree those children deserved to live and grow up. We can all work to prevent drowning deaths.
The most important way to prevent drowning is supervision. Supervising is not just for when you are at the pool, the lake or the ocean. Supervision is also when around places with ponds, livestock watering tanks, and buckets. Make sure little escape artists cannot sneak outside. When you are near water, one adult needs to have close, constant, sober supervision of the children. Supervise like lifeguards. They do not read. They do not eat. They do not nap.
To supervise kids in the water, you must be able to see them. Alive Solutions, Inc. tests swimsuit colors and patterns in a variety of elements. They recommend swimsuits in neon colors, either solid or with small patterns. Bright colors allow people to see children under the water.
Everyone should learn to swim. No one has to be an Olympic-level swimmer, but everyone should be taught swim survival skills. These include:
• In water that is over your head, get to the surface.
• Float or tread water for at least one minute.
• Turn over and around in the water.
• Swim at least 25 yards.
• Get out of the water themselves.
Swim lessons are a great way to learn these skills. Check with pools in your area about whether they offer swim lessons.
Lifejackets are another important layer of safety to prevent drowning. However, lifejackets do not substitute for supervision or learning swim survival skills. Kentucky law requires anyone under 12 years old to wear a lifejacket on any open part of a boat while it is moving. Everyone must wear one while riding a personal watercraft. Lifejacket rules change depending on your location, so double-check local water rules.
Lifejackets should always be U.S. Coast Guard-approved. You can find the certification label printed on the inside back of the jacket. The label will also list the weight limits on child lifejackets to ensure the jacket is the right size. The last important layer of safety to prevent drowning is knowing what to do in an emergency. Watch swimmers for signs of trouble. Sometimes drowning is quiet and without splashing. If a child is missing, search areas with water first. Rescue a person from water without putting yourself in danger. The American Red Cross advises you to “reach or throw, don’t go.” Have a way to call 911. Know CPR.

Cecil Lee Stepp, age 61, of Madison Street, Corbin, Kentucky passed away on Sunday, June 25, 2023 at the Baptist Health Hospital in Corbin.
He was the father of Natasha Stepp Luers and husband, Nick of Corbin, Kentucky and Daniel Stepp of London, Kentucky. He was the grandfather of Anthony Luers of Corbin, Kentucky and Blakelyn Stepp of Barbourville, Kentucky. He was the brother of Eugene Stepp and wife, Jeanne of Chattanooga, Tennessee and Phyllis Mason and husband, Larry of East Bernstadt, Kentucky. He was also blessed with a host of other relatives and friends to mourn his passing.
He was preceded in death by his parents, Marion B. and Mary F. Hammons Stepp; two sisters, Deloris Waters and Debra Jamison; and by one brother, Marion “Johnny” Stepp.
He was of the Baptist faith and a self-employed construction worker.
Visitation will be Wednesday, June 28 from 12 pm until the funeral hour at 2 pm in the Laurel Funeral Home Chapel.
Burial will follow in the Horse Creek Baptist Church Cemetery in Corbin, Kentucky.

Wayne Loveless II, age 60, of Corbin, KY, passed away on Saturday, June 24, 2023 in Florence, KY. Shelby Jean Thurston Pennington, age 83, of Corbin, KY, went to be with the Lord on Thursday, June 22, 2023, at Corbin Health and Rehabilitation.
She was born March 11, 1940, to the late Jack and Edna Thurston of Corbin.
She was raised at Good Hope Baptist Church. She was saved and baptized and became a member of Central Baptist Church under Rev. Bill Jones in 1954. Over the years, she sang in the church choir and taught Sunday school.
She graduated from Corbin High School in 1958 and was the Mathematics Salutatorian of Cumberland College in 1961. She loved teaching math to Corbin High School students for over 25 years. She also tutored students free of charge for over 50 years. She loved to travel and went to over twelve countries and all fifty states. She was married to the love of her life for 63 years, Kenneth Pennington, who preceded her in death on October 15, 2021 and will be memorialized and buried with Shelby.
In addition to her parents and husband, she was preceded in death by her infant daughter, Denise Dawn Pennington, and a sister, Glenda Brinker.
She leaves behind her son, Christopher Pennington (Rebekah); brother, Billy Jack Thurston (Juanita); sister, Delores Higgins (Glen); and many friends, students, and relatives.
Visitation will be held from 3-5pm on Friday, June 30, 2023, at Vankirk-Grisell Funeral Home, where her funeral service will follow at 5pm with Rev. Bobby Joe Eaton and Rev. Josh Pollitt officiating.

Walter Pennington, Sr., age 86, of Corbin, KY, passed away on Tuesday, June 20, 2023 at Christian Health Center in Corbin.
Born in Clio, KY, he was a son to the late Abraham Lincoln “Link” Pennington, Sr. and Lettie Trammell Pennington.
Walter enlisted in the U.S. Navy in 1960, serving four years, part of which was as a crewman on the USS King. He worked as a self-employed plumber several years before becoming the maintenance supervisor for the Corbin City Schools. Walter has belonged to the USS King Association, been active with the Corbin band boosters years ago, and is a former deacon and Golden Fifties member at Central Baptist Church.
In addition to his parents, he was preceded in death by his wife, Hettie Lou Caudill Pennington; a grandson, Michael Pennington; sisters, Ethel P. Parks, Cloteen Pennington, Amy P. Combs, and Nadine Carr; and brothers, Evan Pennington, Harold Pennington, Gearl Pennington, Link Pennington, Jr., and Kenneth Pennington.
Walter is survived by his children, Walter Pennington, Jr., Suzanne Marie Opalka (David), and Scott David Pennington; grandchildren, Brittany Marie Pennington, Susan Jennifer Pennington, Walter Pennington III, Laranda Nancy Opalka, Kalyna Olga Opalka, Sophia Louise Opalka, Kendall Rose Pennington, Evan Scott Pennington, and Dawson Kelly Pennington; great-grandchildren, Winston Guidi, Anniston Pennington, Alexandria Pennington, and Addalyn Pennington; and brothers, Charles Pennington and Earl Pennington (Mary).

Lena Emma Douglas, age 89, of Farmersville, Ohio passed away unexpectedly at Miami Valley Hospital on Thursday, June 22, 2023.
She was born on March 18, 1934 to the late Thomas T. Tye and Charity (Lawson) Tye.
In addition to her parents, she was preceded in death by her husband, Charles M. Douglas; siblings, John S. Tye, Stella Lee Van Gelder, Anna Mae Smith, Jessie Marie Carroll, J.C. Tye, William “Bill” Tye, Wyoma “Onie” Cymbal, Berla Fay Lopez, and Kenneth “Ray” Tye.
Lena is survived by her son, Gary L. Douglas and wife Kimberly A. Douglas; granddaughters, Deedra L. Collins and husband Michael Collins, and Erica A. Davidson; grandson, Landon K. Pauley and wife, Kandice Kerr Pauley; great grandchildren, Taylor A. Clark, Grant M. Collins, Maycie B. Davidson, Hannah G. Collins, Brayden S. Davidson, Aaron Collins, Jayne Collins, Carsyn A. Davidson, Charlotte Collins, Addisyn Collins, Vivian Collins, Lucy Collins, Carter Pauley, and Layna Pauley; great-great-grandsons, Liam and Aiden Nguyen; and great-niece and nephew, Jon and Jessica Love.
Lena earned her Bachelor of Science degree at Cumberland College in Williamsburg, KY. She was actually teaching school by the age of 17. Lena started her teaching career at the Boston, KY, Saxton, KY and Mud Creek, KY schools. One of which was a one room school house.
Moving to Ohio in 1961, Lena taught in the Goshen, Ohio school system until 1970. She then moved and taught the 6th grade at New Lebanon Local Schools until retiring in 1995. Lena taught 41 ½ years and was loved by her students. It was definitely her calling in life. Not only was Lena a school teacher, she was used by God to be a light for Him through all who knew her by teaching, living, and spreading God’s love wherever she went and with whoever she met. She is leaving behind a legacy of family and friends who were all touched and inspired by her wonderful, loving, caring spirit, given to her by God. She will be missed by all.

Donald Lee Fouse, age 76, of Williamsburg, KY passed away on Tuesday, June 20, 2023 at his residence.
Donald is preceded in death by his parents, Albert Fouse and Nancy (Bowlin) Fouse; brothers, Johnny Ray Fouse, Albert Wayne Fouse and James Bowlin; and brother-in-law Lewis Jones.
He is survived by his sisters, Mary Evans and husband Melvin of Williamsburg, KY and Linda Jones of Sweetwater, TN; and a host of other family and friends to mourn his passing.
Funeral service was Friday, June 23, at the Llewellyn Funeral Home Chapel in Jellico, TN with Rev. Steve Siler officiating.
Interment followed in the Jellico Cemetery with full military honors provided by the Jellico Honor Guard.
Serving as pallbearers were Jordan King, Jacob King, Colby Taylor, James Ayers, Dave Barns, Adam Burchfield, Justin Siler and Jacob Siler.

Jacquelyn “Jacky” (Evans) Fontana, age 76, of Newcomb, Tennessee departed this earth on Tuesday, June 20, 2023 in the loving care of her granddaughter Courtney Fontana Brown at Frakes, Kentucky.
She was born March 2, 1947, in Pineville, Kentucky.
Jacky is preceded in death by her father, Jack Evans; mother, Pauline (Partin) Evans Miller and husband Charlie; daughter, Jamie Lynn Fontana; and grandparents, Jay and Katie Partin.
She is survived by, daughter, Katy Fontana; grandchildren, Courtney and husband Samuel Brown, Gage Fontana, Lindsay Fontana Baird, Noah mays, and J.T. Fontana; great-grandchildren, Zackeri Lay, and Raelynn Brown; special friends, Jimmy Fontana, and Shirley Gibson; and a host of friends and family to mourn her passing.
Funeral service was Saturday, June 24, at Harp Funeral Home Chapel with Rev. E. Wayne Barton, II officiating.
Burial followed in the Fox Cemetery in Newcomb, Tennessee.
