The Corbin Independent Board of Education will hold a special called Board meeting on Tuesday, September 12, 2023 @ 6:00pm at Corbin Board of Education Annex, 311 Barbourville Street, Corbin, Ky during which the Board will consider a proposed general fund tax levy of 64.7 cents on real property and 64.7 cents on personal property. The General Fund tax levied in fiscal year 2022-2023 was 65.0 cents on real property and 69.9 cents on personal property. Based on the real estate and tangible assessment increases, the district proposes a DECREASE of the real estate rate from 0.65 to 0.647 per $100 assessment and a DECREASE of the personal property rate from 0.699 to 0.647 per $100 assessment.

WILLIAMSBURG INDEPENDENT SCHOOLS
The Williamsburg Independent Board of Education will hold a public hearing in the Williamsburg Independent City School Auditorium at 1000 Main Street, Williamsburg, KY 40769 on September 19, 2023 at 5:00 pm to hear public comments regarding a proposed general fund tax levy of 43.5 cents on real property and 49.9 cents on personal property. The proposed tax rate for 2023-2024 school year is the same tax rate approved by the Williamsburg Independent Board of Education for the 2022-2023 school year.
The General Fund tax levied in fiscal year 2023 was 43.5 cents on real property and 49.9 cents on personal property, producing revenue of $858,140.19. The proposed General Fund tax rates of 43.5 cents on real property and 49.9 cents on personal property are expected to produce $1,093,152.21. Of this amount $174,366.55 is from new and personal property. The compensating tax for 2024 is 37.3 cents on real property and 37.3 cents on personal property and is expected to produce $918,170.42.
The general areas to which revenue of $235,012.02 above 2023 revenue is to be allocated are as follows: Building Fund, $60,000; Instruction, $100,000; Transportation, $50,000; and Maintenance of Plant, $25,012.02.

AN ORDINANCE AMENDING THE ZONING ORDINANCE TO REDUCE THE LOT AREA AND WIDTH REQUIRED FOR SINGLE FAMILY AND DUPLEXES IN AN R-2 DUPLEX/MULTI-FAMILY RESIDENTIAL DISTRICT.
WHEREAS, the Planning and Zoning Commission held a public hearing on August 22, 2023, to consider whether the Zoning Ordinance should be amended to reduce the minimum lot area and minimum lot width required for single family and duplexes in an R-2 Duplex/Multi-Family Residential District and at the conclusion of said public hearing, the Commission held a meeting, made findings of fact, and voted to recommend said amendments to the City Council,
NOW THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF WILLIAMSBURG, KENTUCKY, AS FOLLOWS:
SECTION I: Ordinance No. 92-005 the “Zoning Ordinance” be and is amended as follows:

Kenneth Frank Bolton, age 81, of Duff, Tennessee passed away Thursday, August 31, 2023 at the Lafollette Health & Rehab Center.
He was born May 18, 1942, in Habersham, Tennessee.
He was a member of the Little White Oak Baptist Church where he served as a Deacon for many years.
He was a member of the Jellico Masonic Lodge #527 F&AM for 55 years. Kenneth was self-employed in the White Oak community for many years, operating a tire shop and car wash.
Kenneth was preceded in death by his father, Hubert Bolton; mother, Mabel (Ayers) Bolton; brothers, Hubert Bolton, Jr., L.C. Bolton, Ray Bolton, Jerry Bolton, and Billy Bolton; sisters, Marie Reece, and Dorothy Anderson.
He is survived by his wife, Patricia (Huddleston) Bolton; daughter, Lora Bolton and husband Jeff; granddaughter, Megan York; like a son, Kenny Hughes; brother, Kenny Cox; special nephew, Chris Hughes; nephew, Matthew Hughes; and a host of nieces, nephews, and friends.
Funeral service was Saturday, September 2, at the Harp Funeral Home Chapel with Rev. Allen Marlow and Rev. Adam Gulley officiating. Masonic service was by the Jellico Lodge #527 F&AM
Burial was Sunday, September 3, in the Oddfellow Cemetery in White Oak.

Joseph Earl Peace, a thoughtful and adventurous soul, passed away on August 31, 2023.
Born on February 14, 1980, in Pineville, Kentucky, Joseph was a man who lived his life on his own terms. He leaves behind a legacy of love, laughter, and enduring memories.
Joseph is survived by his loving mother, Mary Hill Gibson and husband Alvin of Corbin, KY.; father, Joseph Peace and wife Vergean of Lake Nebagamon, Wisconsin; his brothers, Steward (Misty) Peace and Erik Peace; his sisters, April (Kenneth) Ellington, and Kendra Wyatt; stepsiblings, Deborah (Michael) Nelson, Robin Gibson, Jack Hurlow, and Sarah Risley; grandmother, Alice Broyles of Corbin, KY.
He was preceded in death by his grandparents, Gertrude Walters, and John and Lois Cooper.
Joseph’s love for his family, and their love for him, will forever remain a testament to his life.

Lane Gray Broyles, known to many as Gray, passed away on August 31, 2023.
Born on March 7, 1935, in Rockholds, Kentucky, Gray dedicated his life to the service and betterment of his community.
As a Principal and educator for over 28 years in the Whitley County School System, he was a reliable pillar of strength and guidance for countless students. Gray’s thoughtful approach to life left a lasting impact on all who had the fortune to know him.
Gray was a devoted husband to his wife, Unis Broyles, and a loving father to his daughters, Tina Dusina and Sonya Storey. His love extended to his sons-in-law, Roy Dusina and John Storey, and his grandchildren, Kara Dusina, Samuel Storey, and Jacob Storey. Gray is also survived by his half-sister Charlene Sowders and her husband Mike, and his half-brother Randy Broyles and his wife Tammy. He was preceded in death by his parents, Glenn Broyles and Sada Siler, stepfather, Earl Siler, and his sister, Glena Buchanan.
A man of faith, Gray was a leader at the Rockholds United Methodist Church. The Bible verse that guided his life was Micah 6:8, “He has told you, O man, what is good; and what does the LORD require of you but to do justice, and to love kindness, and to walk humbly with your God?” His dedication to service was also recognized through his honorary title as a Kentucky Colonel, a testament to his commitment to his community, and he was a Veteran of the U.S. Army.
The funeral service will take place at Croley Funeral Home on Monday, September 4, at 11:00 am with Rev. Robert Floyd officiating.
Gray will be laid to rest at the Broyles Cemetery, in Rockholds, Kentucky, at 12:00 pm with military honors conducted by American Legion Post #88 of Corbin, Kentucky.
Gray Broyles was a man who lived a life of thoughtfulness, dedication, and reliability. He will be greatly missed, but his legacy will live on in the hearts and minds of those who knew him. Please share your memories and upload photos to Gray’s memorial page to celebrate his life and contributions.

George Dewayne Chitwood, age 88, of Newcomb, Tennessee passed away Saturday, September 2, 2023, at Baptist Health Corbin.
He was born May 4, 1935, in Wooldridge, Tennessee.
Dewayne was preceded in death by son, Jeffrey Alan Chitwood; father, George Chitwood; mother, Rachel (Davenport) Chitwood; brother, Barry Chitwood; sisters, Myrle Shook, Sandra Lawson, Doris Jean Powers, and Rhonda Lee McGhee.
He is survived by his wife, Freda (Loudin) Chitwood of Newcomb; son, Eddie and wife Elizabeth (Finkle) Chitwood of Warrensburg, Missouri; grandchildren, Laura Souder and husband Ethan of Warrensburg, Missouri, Andrew Chitwood and wife Alicia of Littleton, Colorado; great-grandchild, Madeline Souder; brothers, Dahlan Chitwood and wife Adalee of Cincinnati, Ohio, John Earl Chitwood and wife Darlene of Findlay, Ohio; sisters, Irma Mason of Frankfort, Indiana, Janis Lay and husband Jim of Cincinnati, Ohio; and a host of nieces, nephews, friends and family to mourn his passing.

U.S. Senate Republican Leader Mitch McConnell (R-KY) recently announced that the U.S. Department of Health and Human Services (HHS) will distribute nearly $3 million to eight Kentucky organizations through the Rural Communities Opioid Response Program (RCORP), and that a Corbin organization will receive part of that funding.
RCORP is a multi-year initiative by the Health Resources and Services Administration (HRSA) aimed at reducing the morbidity and mortality of substance use disorder (SUD), including opioid use disorder (OUD) in high-risk rural communities, according to its website.
Corbin’s Kentucky Rural Health Information Technology Network Inc. will receive $300,000 from the RCORP-Overdose Response program to help combat the opioid and substance abuse epidemic, according to a release from McConnell’s office.
According to the RCORP website, Kentucky Rural Health Information Technology Network Inc.’s project is designed to implement a financially sustainable model that primarily addresses the barriers to care for those persons suffering from substance-use-disorder, specifically opioid-use-disorder.
Its model is focused on three fundamental areas of concentration; (1) education and community outreach, (2) medically-assisted-treatment and behavioral counseling; (3) recovery support services to include transitional housing, transportation and child-care, according to the website.

Last year, Kentucky Rural Health Information Technology Network Inc. received $500,000 in federal RCORP funding.
As a senior member of the Senate Appropriations Committee, McConnell supported funding for RCORP through the federal appropriations process.
“Substance abuse and overdose deaths have spiked dramatically in Kentucky over the past few years, adding renewed urgency to our fight against opioid addiction,” McConnell said. “(The) funding will support several important community efforts that play a vital role in addressing the opioid crisis across the Commonwealth. Thanks to RCORP, these impactful organizations can continue to help those struggling with substance abuse get the resources they need to reclaim their health and turn their lives around.”
