Whitley County Coroner Andy Croley pronounced Joel L. Terrell, 48, dead at 5:38 p.m. Terrell was found unresponsive about 5:30 p.m. under a Cumberland River bridge off US25W near the Williamsburg Vendor\u2019s Mall and Cumberland Regional Mall. Croley and Williamsburg Police Officers Greg Rhoades and Dorman Patrick Jr. are in charge of the investigation and continue to investigate the circumstances of Terrell\u2019s death. Officers assisting at the scene included: Lt. Brandon White, Investigations Lt. Bobby Freeman, and Chief Wayne Bird.
