The grand jury issued its monthly report Monday morning, indicting Michael Wagers, 48, for intimidating a witness and for being a first-degree persistent felony offender. On April 19, Wagers allegedly threatened Kentucky Probation and Parole Officer Priscilla Wagers with physical harm because of her official actions, which resulted in the revocation of his probation, according to his indictment. In Laurel County, Waters was convicted in 2014 for fourth-offense operating a motor vehicle while under the influence of alcohol\/drugs, and in 1997 for fourth-offense operating a motor vehicle substance alcohol\/drugs. In Clay County, he was convicted in 2003 of assault under extreme emotional disturbance, and in 1994 for third-offense operating a motor vehicle under the influence of drugs. In addition, according to its monthly report and indictments, the grand jury issued 12 other indictments Monday, including: \u2022 James A. Goins, 53, and Deidra L. Perkins, 39, both of Williamsburg \u2013 third-degree burglary and theft over $500 but less than $10,000. Goins was also indicted for being a second-degree persistent felony offender. He has prior felony convictions for trafficking in a controlled substance within 1,000 yards of a school and intimidating a participant in the legal process. \u2022 Clarence Joey Lawson, 46, of Williamsburg \u2013 first-degree trafficking in a controlled substance (methamphetamine), possession of drug paraphernalia (measuring scoop and small baggies), and first-degree persistent felony offender. He has prior felony convictions for receiving stolen property under $10,000, convicted felon in possession of a firearm and flagrant non-support. \u2022 Jamie Elam, 37, of Corbin \u2013 theft by deception over $10,000 but less than $1 million (worthless $12,000 check drawn on closed account of Elam Construction LLC), and second-degree persistent felony offender. Elam has a prior felony conviction for theft by failure to make required disposition of property. \u2022 William Tuttle, 42, of London \u2013 three counts of failure to make required disposition of property over $500 but less than $10,000 (allegedly paid total of $29,213.92 to perform work that wasn\u2019t done). \u2022 Raymond Wright, 50, of Rockholds \u2013\u00a0possession of a firearm by a convicted felon (New England 20 gauge shotgun), and first-degree persistent felony offender. Wright has prior felony convictions for criminal possession of a forged instrument, trafficking in a controlled substance, unlawful transaction with a minor and manufacture of methamphetamine. \u2022 Jim Bart Brown, 36, of Williamsburg \u2013 first-degree possession of a controlled substance (methamphetamine), and possession of drug paraphernalia (a spoon and two syringes). \u2022\u00a0William J. Fields, 36, and Jerrica Mink, 39, both of Williamsburg \u2013\u00a0first-degree trafficking in a controlled substance (methamphetamine) and possession of drug paraphernalia (scales, baggies and a straw). Fields was also indicted for operating a motor vehicle while under the influence, operating a motor vehicle while his license was suspended for DUI, and first-degree persistent felony offender. He has prior felony convictions for bail jumping, burglary and theft. Mink was also indicted for first-degree promoting contraband (methamphetamine). \u2022 Brian Randle, 34, of Barbourville \u2013 first-degree possession of a controlled substance (methamphetamine), and third-degree possession of a controlled substance (Suboxone strips). \u2022 Samantha Haynes, 28, of Williamsburg \u2013 first-degree possession of a controlled substance (methamphetamine). \u2022 Bryon E. Kilgore, 59, of Mansfield, Ohio \u2013 two counts of possession of a handgun by a convicted felon (Colt 38 and Ruger 44 magnum), and three counts of possession of a firearm by a convicted felony (Stevens 12 gauge shotgun, AK-45 rifle and Savage 22-250 rifle). Kilgore has prior felony convictions for receiving stolen property, arson, sexual imposition and aggravated arson. The grand jury also returned no true bill or no indictment Monday against Shannon Breedlove in regards to second-degree assault and first-degree persistent felony offender allegations.
